Contract

Pakistan presently faces serious development challenges due to the worsening state of the environment, increasing pressure on natural resources, and climate change. As per the Germanwatch Global Climate Risk Index, Pakistan ranks the 8th most vulnerable country to the impacts of climate change. The annual mean temperature has increased by 0.5°C over the last five decades, with changes in the pattern of precipitation, an increase in glacial melting, rising sea levels, and high intensity of flash floods and droughts. The variability in climate and weather patterns has increased the intensity and frequency of disasters, which is drastically undermining development in the country. Moreover, Pakistan’s economy remains highly vulnerable to likely future threats posed by climate change, and multi-sectoral and holistic mitigation measures must be accorded high priority to mitigate these threats. The Climate Promise initiative aims to improve the cooperation and resilience of local and regional stakeholders to the threats and risks posed by climate change. The project aims to provide support to the Government of Pakistan and its partners in the field of environmental sustainability and increased resilience to climate change at national and sub-national levels. The project will provide technical assistance to government counterparts for effective implementation of Climate Change policies, Nationally Determined Contributions, and compliance with international conventions, and will also contribute to enhancing the resilience of institutions and communities through the implementation of various initiatives.

Under the overall supervision of ARR and direct supervision of Programme Associate, Resilience Environment and Climate Change Unit, the UN Volunteer will undertake the following tasks:

• Provide technical input in the evaluation and review of project proposals in the power sector (generation, transmission, distribution, supply). • Analyse the developmental aspects of proposed projects, including climate resilience, innovation, socioeconomic benefits, and sustainability. • Conduct technical and financial feasibility assessments and recommend enhancements in line with national and international best practices. • Assess projects from a climate change lens—quantify mitigation potential (GHG reductions), climate vulnerabilities, and adaptation needs. • Support the development of proposals and concept notes for submission to international climate finance mechanisms (GCF, GEF, Adaptation Fund). • Coordinate with relevant ministries, development partners, donors, and international climate funds for alignment and partnership building. • Facilitate inter-departmental coordination within the Power Division and other stake-holders to promote integrated development approaches. • Draft policy notes, briefing papers, presentations, and technical reports for senior leadership and inter-ministerial discussions. • Contribute to institutional capacity strengthening on climate finance access and low-carbon energy development. • Support the establishment and operationalization of coordination mechanisms for climate resilience initiatives. • Facilitate stakeholder engagement and ensure alignment of project activities with na-tional policies and frameworks. • Support the organization of inter-agency meetings, workshops, and consultations, ensuring documentation and follow-up. • Provide technical and administrative support in the implementation of climate resilience and adaptation program. • Support the development of work plans, progress reports, and program documentation. • Ensure compliance with UNDP policies and guidelines in program execution. • Assist in drafting policy briefs, analytical reports, and knowledge products on climate adaptation and environmental governance. • Support in the review of national climate policies and frameworks and provide recommendations for alignment with international commitments. • Maintain an updated database of climate-related projects, stakeholders, and best practices. • Document lessons learned, success stories, and case studies for program improvement and advocacy. • Facilitate capacity-building activities, including training sessions, knowledge-sharing events, and technical workshops. • Assist in tracking program progress and preparing periodic reports on key achievements, challenges, and recommendations. • Support the monitoring and evaluation of project outcomes, ensuring alignment with performance indicators and targets.

Results/Expected Outputs • Reviewed and documented technical and climate-relevant assessments of power sector development proposals. • Developed concept notes, technical memos, and background documentation for engagement with climate finance mechanisms. • Established and facilitated coordination with multilateral development banks (MDBs), donors, and financing windows. • Enhanced internal coordination among Power Division entities on climate-aligned energy development. • Analytical briefs and technical recommendations delivered on project feasibility and innovation potential. • Effective coordination mechanisms are in place for climate resilience initiatives within the Power Division. • Well-documented inter-agency meetings, workshops, and consultations with clear fol-low-up actions. • Comprehensive work plans, progress reports, and program documentation are developed and maintained.

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.
