Org. Setting and Reporting This position is located in the Stabilization Support Unit (SSU) in Kinshasa, within the Office of the Deputy Special Representative of the Secretary-General/Resident and Humanitarian Coordinator in Kinshasa within the United Nations Stabilization Mission in the DRC (MONUSCO). Kinshasa is currently classified as an "C" hardship and is a family duty station. The incumbent reports to the Stabilization Support Unit Team Leader.

Responsibilities The Coordination Officer will support efforts to promote stabilization (ISSSS)/Nexus work under the office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator, (DSRSG/HC/RC) seeking to ensure synergies and alignment of plans and priorities. Within delegated authority and under the direct supervision of the Stabilization Support Unit Team Leader, the Coordination Officer will be responsible for performing the following duties: Partnerships, Planning and Programming •Develop and maintain productive partnerships with mission components, UNCT members, national authorities, bilateral and multilateral donors, regional organizations, international financial institutions, the private sector, civil society and other stakeholders; •Support the preparation and implementation of Mission and UN common planning and programming processes, in the peacekeeping/political, humanitarian and development pillars of the office of the DSRSG/HC/RC;

•Monitor and evaluate stabilization actions implemented through the ISSSS/Nexus frameworks, prepare position papers, and record policy related decisions; •Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary including note taking, speech preparation, briefing notes and ensuring that all logistics are in place. •Serve as a focal point on stabilization between the Mission and/or UNCT and support Technical Assessment Missions, Strategic Assessment Missions and Strategic Reviews.

Analysis, Advice and Reporting •Identify issues and develop strategies for a common UN stabilization approach through policy, advocacy and/or programming efforts; •Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners; •In conjunction with partners, identify and pursue opportunities for specific peacebuilding activities, and where appropriate, provide secretariat support for the management of trust funds; •Prepare summaries and analytical documents, including situation reports, background notes, options papers, code cables and input for reports of the Secretary-General, in coordination with relevant Mission components and the UNCT; •Consolidate periodic reports of Mission and where necessary, UN common planning and programming processes and budgets and identify constraints to implementation of UN wide strategies. •Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN-system wide administrative inquiries and processes.

Information Management and Communication •Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning and UNCT programmes as well as system wide policies, guidance and best practices; •Facilitate the flow of information between stakeholders, including between the Mission/ UNCT/partners; •Promote coherence in communication strategies among UN agencies and the Mission.

Education Advanced university degree (Master's degree or equivalent) in social sciences, politics, development, law, economics, international relations, management, business or public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience, in the field of political, civil or humanitarian affairs, post-conflict recovery, development, programme management, or a related field is required. Field experience with the UN common system (UN peacekeeping political missions, or UN agencies, Funds and Programmes) is required Specific experience in one of more of the following areas :stabilization/peacebuilding, early recovery, response operations, UN development system, , programme management and/or confidence-building/reconciliation is required. A minimum of two years of field work and experience coordinating complex interdisciplinary and multidimensional programmes and projects in a conflict or humanitarian crisis context is desirable. Ability to ability write an extremely high level in a concise and articulate fashion is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
