Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities.

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

This position is located at UN-Habitat's Regional Office for Latin America and the Caribbean (ROLAC) in Rio de Janeiro. The incumbent reports directly to the UN-Habitat's Multi Country Senior Officer in charge of Brazil and Southern Cone countries and will perform the following duties:

Responsibilities

  1. Provides strategic guidance to the UN-Habitat Office, and to UNCT on effective, quality, and timely UN support for the implementation of the 2030 Agenda and the New Urban Agenda (NUA) through a new generation CCA/UNDAF, programmes, projects and other kind of initiatives.

• Provides substantive support to the UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNDAF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind; • Provides technical support to the UN-Habitat programme/team in the area of sustainable urban development; • Drafts policy recommendations to the office on the development, implementation, monitoring, reporting and evaluation of projects; • Provides guidance to the office in asserting vision and accountability for the UN to operate as a nimble, innovative and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader; • Leads the implementation of UN-Habitat’s policy and programmatic services, operational capabilities, and partnership mechanisms; • Facilitates close engagement across the humanitarian, development and peace domains, as required by the country context; • Leads the identification, analysis and prioritization of joint programmatic work in response to national priorities and in line with the UNDAF and the 2030 Agenda; • Facilitates the engagement of all agencies – resident and non-resident - and other relevant UN entities, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners on sustainable urban development issues; • Facilitates coherence in the different intra-agency coordination bodies, including with Country Teams and the Security Management Team.

  1. Initiates and coordinates external partnerships and joint resource mobilization efforts

• Initiates and coordinates effective working relationships with national and international public and private partners to facilitate knowledge sharing in support of CCA/UNDAF and programme development, implementation, and monitoring and evaluation; • Provides substantive support for positioning the UN-Habitat as a key provider of integrated services and as a platform in support of the SDGs and the NUA in consultation with a broad range of stakeholders; • Leads or participates in the formulation and implementation of the as well as the Resource Mobilization Strategy, and other initiatives in support of SDG and the NUA achievement through the UNDAF and projects; • Leads or contributes to the design, formulation, implementation, monitoring and reporting of joint programming processes amongst UN entities; • Based on UNDAF and joint programmes, facilitates and coordinates joint resource mobilization and partnering efforts at country level; • Contributes to strategic messaging and communication initiatives by office.

  1. Coordinates the team, including technical and operational activities

• Provides substantive inputs in formulating, implementing and monitoring the programmes, identifying risks for projects, including relevant challenges or omissions and other situations that may affect development and implementation of UN-Habitat's initiatives in the country; • Facilitates a culture of continuous improvement and client-orientation in operational service delivery; • Provides guidance on the UN-Habitat participation in common services arrangements to participating organizations/agencies at the country level.

  1. Manages knowledge management and capacity development activities in- and outside the UN System

• Facilitates the transfer of knowledge and effective communications across different UN and non-UN entities; • Leads the sharing of best practices, trends, knowledge and lessons learned across the UN system and with external partners; • Coordinates thematic activities and knowledge-sharing forums and encourages others to participate; • Contributes to knowledge sharing (including through training and facilitating peer exchange) amongst UN-Habitat staff on issues related to sustainable urban development UN frameworks, methodologies and tools; • Monitors and analyzes UN-Habitat experiences, lessons learned and knowledge networking to contribute to strategic planning processes.

  1. Leads overall management of the office to ensure efficient and effective substantive coordination support and adherence to organizational policies and procedures

• Provides support for the formulation and implementation of the substantive work programme of the UN-Habitat; allocates and monitors UN-Habitat resources for delivery of outputs and reporting on results; • Manages the activities undertaken by the office, ensuring that programmed activities are carried out in a timely fashion; • In close collaboration with the Programme Management Officer in LAC, manages processes related to human and financial resource management, procurement, general administration, security, and information technology for the office; • Manages, guides and trains staff under his/her supervision; facilitates teamwork and communications among staff in the office and across organizational boundaries; • Promotes a work environment in the office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and that delivers results in line with the 2030 Agenda for Sustainable Development. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented.

Education

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, international relations, sustainable development, social sciences, education or related area is required. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in strategic planning, sustainable development policy, project/programme management, or resource mobilization in the context of development cooperation or related area is required.

Experience with urban development in Brazil is required

Experience on themes related to urban planning, regional development, slum upgrading, articulation and coordination of stakeholders on implementation of policies and projects is desirable.

Knowledge and experience of technical international cooperation rules in Brazil is desirable.

Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is desirable.

Experience in establishing inter-relationships among international organization and national and subnational governments is desirable.

Experiencing in identifying and analyzing trends, opportunities, and threats to fundraising is desirable.

Experience in administrative systems and UN system norms is desirable.

Experience with SAP systems in general like Umoja is desirable.

Two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Fluency in Portuguese is also required. Knowledge of Spanish or any other working language of the United Nations is desirable.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

Assessment
