PURPOSE OF THE POST

In the context of the WHO Health Emergencies Programme, the incumbent will support the Executive Office and WHO Representative by providing liaison and coordination support with national and sub-national authorities at all levels as well as UN and NGO partners in the implementation of the in the implementation of BCE, GPW13 and CCS in Ukraine

OBJECTIVES OF THE PROGRAMME AND OF THE IMMEDIATE STRATEGIC OBJECTIVES

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures a two-way flow of information exchange between the country and WHO.

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human. All of WHO actions are based on this and rooted in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable.

The GPW calls for heightened accountability, prioritising impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations. Addressing health emergencies (second billion) is the core mandate of the WHE programme. The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidencebased policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. As part of the GPW 13 second billion WHO aims to strengthen capacities of the national stakeholders to prevent, prepare for and respond on the health emergencies. WHO leads the UN system in helping Member States to strengthen national readiness and response to health emergencies. Identifying opportunities for new alliances and partnerships, ensuring coordination and partnership with national authorities are key areas of WHE's work to share key messages, identify ways of moving forward on different aspects of public health preparedness response in Ukraine, for providing expert advice and technical support towards a coordinated, efficient and

inclusive response to health emergencies focusing on advancing activities to prevent, detect and respond to public health threats.

ORGANIZATIONAL CONTEXT

The Executive Office is a medium office for core WHO staff and project teams and key national and subnational counterparts as well as UN and NGOs to promote the advancement of WHO technical and strategic advice as well as operational activities. This means that the coordination officer supports the establishment and the continued active collaboration by WHO Country Office staff members and national and sub-national authorities. The Officer works under the supervision of the Executive Officer. The role of the incumbent is that of a generalist with deep knowledge of the national political context and of the NGO and UN network in the country. He/she is responsible for day to day coordination with national, sub-national and international counterparts, also with all the

relevant technical divisions. The incumbent will have the role of facilitator to deliver specific objectives working within teams in the organizations and with national counterparts. General guidance is provided to the incumbent by the Executive Officer and WHO representative. Technical staff in the WHO Country Office provide strategic direction of work and guidance on the delivery of technical assistance required. A proactive role in seeking guidance from colleagues, searching and analysing evidence, and usage of WHO prepared guidelines is foreseen. The areas of work are guided by the Biannual Collaborative Agreement, the Humanitarian Response Plan, the WHO peacebuilding strategy in Ukraine, and any emerging emergency needs. Independence in decision making on coordination matters is expected and incumbent has to exercise judgement in providing coordination. A wide range of contacts within the organization and with various level of national and sub-national government is expected -the purpose is to support WHO's technical, strategic and operational activities implementation. Additional contacts both within RO (including other country offices, centres and office in Copenhagen) and HQ to seek technical support for planning collaborative activities in the country, are foreseen. Under supervision and guidance of Executive Officer regular contacts are maintained with national and local health administration and other national institutions to provide and obtain necessary information, coordinate project implementation, carry out evaluations, etc and to liaise with international and bilateral partners. The incumbent has contacts with counterparts in Kyiv and in all Ukraine 25 oblasts to support WHO's representation in consultation with Executive Officer, WHE Lead and WR.

SUMMARY OF ASSIGNED DUTIES

  1. In the context of the WHO Health Emergencies Programme, the incumbent will support the Executive Office and WR by:

  2. providing liaison and coordination support with national and sub-national authorities at all levels as well as UN and NGO partners as well as in the implementation GPW13 ] in Ukraine.

  3. Providing operational and coordination support to establish new alliances and partnerships :- with national stakeholders (MoH, Cabinet of Ministers of Ukraine, Line Ministries, UPHC, academia).- sub-national stakeholders (municipalities, oblasts administrations).- international and national NGOs and with UN to facilitate WHO's public health response operations in Ukraine.

  4. Producing normative updates to the WHO CO Office in Ukraine on new ministerial orders, laws, guidance related to public health emergencies management from the Ministry of Health, Cabinet of Ministers, Verkhovna Rada, President of Ukraine. Prepares briefings for supervisor for bilateral meetings with Deputy Minister of Health and State Chief Sanitary Doctor of Ukraine, national security council, Oblast authorities, and international partners on actions.

  5. Preparing briefing packages for WR and WHE lead in preparation of field trips and missionsfor high-level meetings with government representatives as well as technical visits.

  6. Assisting and contributing to promoting partnerships with relevant health stakeholders, and contribute to certifying the correct high technical quality, policy relevant and timely implementation of all tasks and activities carried out under the donor financed initiatives or in agreed partnerships at national and local level.

  7. Acting as a neutral broker and facilitate multisectoral policy dialogue between national authorities, the donor community and other cooperation partners, including the Humanitarian Country Team and the UN Country Team, on public health emergency and health and peace policies.

  8. Providing support to the Ministry of Health in activities which include developing, implementing and evaluating national policies and strategies that help to improve preparedness and response to health emergencies through inter-sectorial action for health with the involvement of stakeholders and actors at national, sub-national and sub-regional level.

  9. Providing technical assistance and policy advice at national level on priority issues such as: emergency preparedness, surveillance and response, health and social cohesion.

  10. Providing support in the application of tools and guidelines for the improvement of health information and collation of information, data analysis, and preparation of regular and timely briefings, reports, or situation analysis.

  11. Ensuring visibility of WHO's work by means of networking and partnerships with relevant stakeholders (e.g. media, civil society, government and non-government communications experts from other agencies, etc.).

  12. Performing other related duties as required or instructed, including provision of support to other areas of work and teams within the department, as required.

REQUIRED QUALIFICATIONS

Essential knowledge and the skills specific to the position

Ability to work in teams in complex cultural environments. Sound knowledge of WHO policies and programs. Direct knowledge and experience of working in a complex international environment, particularly collaborating with other UN agencies and intergovernmental organizations active in this field. Competence in managing in complex political context. Ability to adapt to difficult environments/ situations and tolerate uncertainties. Demonstrated ability in working with government officials, stakeholders, health actors, civil society and other networks in the area of public health. Analytical skills and demonstrated knowledge on health system analysis.

Education Qualifications

Essential: University degree (Bachelor's level) in in legal affairs, political sciences, public health, or humanities or related field.

Desirable: Master's degree in one of the above fields.

Experience

Essential: At least 2 years' demonstrated experience in coordinating activities with partners, stakeholders and donors in the areas public health, health systems or international development.

Desirable: Experience working with international organizations, WHO, or the UN in delivering policy advice and technical support to countries.

Use of Language Skills

Essential: Expert knowledge of English and Intermediate knowledge of Ukrainian.

Desirable: Intermediate knowledge of Russian, German.
