Duties and Responsibilities Background

The United Nations Country Team (UNCT) in Mozambique, composed of 22 Agencies, Funds and Programmes, is the main mechanism for UN interagency coordination and decision making at the country level. The UNCT is under the leadership of the Resident Coordinator (RC), and the RC Office (RCO) constitutes the primary support structure to the RC.

The RCO supports the UN’s coherent and coordinated response to Mozambique’s development priorities. It liaises directly with the Ministry of Foreign Affairs to ensure alignment with national priorities and constructive cooperation and assists the UNCT in strategic and operational decision making and oversight function. It supports and advices key UN prioritised joint activities, facilitates common communication and monitoring activities. Recently, the RCO has been providing support to the Development Cooperation Partners (DCP) Group Secretariat. From July 2021 to June 2022, the RC will co-chair the group which will require additional support from the RCO to the DCP Secretariat.

Mozambique is currently experiencing a deteriorating security situation in the North. This complex humanitarian crisis has rapidly deteriorated in recent months requiring an urgent, coordinated UN response led by the RC/HC. Additionally, the COVID-19 situation remains unpredictable, with the current situation deteriorating rapidly as the country fast approaches its 3rd COVID-19 wave. Furthermore, the RCO is facilitating the development of the new UN Sustainable Development Cooperation Framework (2022–2026).

Given the growing complex situation and extensive response required by the RC, there is a need to reinforce the capacity of the RCO further with a Coordination Officer to strengthen the effective and efficient functioning of the Office, supporting administrative and logistical services, office maintenance and assets management and support the maintenance of office records. Additionally, the incumbent will provide support to an enhanced DCP Secretariat and to the RC as Co-Chair of DCP.

Scope of Work Under the overall supervision and guidance of the RC, the Coordination Officer will carry out the following functions: 1. Act as the main liaison between the RCO and Ministries, DCP Co-Chairs and members, civil society and other partners. Prepare and Coordinate external meetings with Government Institutions and financial partners and the preparation of conferences and retreats. 2. Work with the RC to develop and consolidate strategic partnerships with State Institutions (statistics, central bank, etc.) and key civil society organizations at central and local level. 3. Support the RC in her role as DCP Co-chair and assist the Head of the DCP Secretariat in ensuring effective and efficient DCP processes. 4. Provide support for missions and meetings including providing logistical support for the preparation of field missions for the RC and high-level visits; providing support in the organization of meetings including the preparation of agendas, minutes and logistical support and high-level meetings with the Government; and supporting the compilation of briefing and presentation materials, speeches, background information and documentation for meetings and missions. 5. Ensure effective administrative and logistical support in the RCO. Ensure the maintenance of the filing system ensuring safekeeping of confidential materials. Keep files and records up to date in a systemised manner and provide assistance in the maintenance of materials and information required for audits. Provide support to office maintenance and assets management. 6. Support the organisation of procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation and the preparation of POs. 7. Perform other official duties and special assignments which may be requested by the RC.

Qualifications/special skills Advanced university degree (Master’s or equivalent) in economics, business administration, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 2 years of work experience in administration or programme support is required. Prior experience with the UN or other international organization is an advantage. Experience of work with national counterparts. Work experience within a RCO is an advantage. Prior experience with development partners groups is an advantage.

Languages Fluency in oral and written English and Portuguese is required
