Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The position is located in UNEP, Economy Division, Climate Technology Centre and Network (CTCN) Liaison Office in Incheon, South Korea. Under the direct supervision of the Director of the Climate Technology Centre, the incumbent will carry out the following duties:

Responsibilities 1. Enhance linkages between the CTCN and the GCF, both of which are Mechanisms of the UNFCCC, to enhance the provision of financial support to developing countries for technology development and transfer as envisioned in the Paris Agreement. i. Act as the focal point for CTCN engagement with the GCF Secretariat and identify strategic areas to engage with the GCF within the mandate of the CTCN. ii. Manage the CTCN’s portfolio of GCF projects, including readiness projects, coordinating the preparation of reports to the GCF Secretariat and the submission of GCF Proposals. iii. Develop activities for increased collaboration between the National Designated Entities (focal point of Technology Mechanism and CTCN), the National Designated Authorities (focal points of the GCF) and other focal points under the climate convention. iv. Build the capacity of developing countries to engage with the CTCN as a delivery partner for GCF projects, including developing capacity-building modules on GCF processes and procedures and facilitating NDE participation in training opportunities offered by external partners.

2. Facilitate capacity building of developing countries in transformational climate technologies. i. Provide leadership in identifying transformational climate technologies and enabling policies for their implementation in developing countries and design capacity development activities based on an analysis of NDCs, TNAs and GCF Country Programmes to enhance countries’ capabilities to take effective climate action under Paris Agreement. Contribute to implementation, monitoring and evaluation as well as reporting on these activities. ii. Identify opportunities for and facilitate learning exchanges to support South-South cooperation. iii. Match regional NDE needs with well qualified CTCN network members, including identifying national and regional international technology centers, networks, organizations and initiatives for CTC Network membership. iv. Liaise with the UNFCCC Paris Committee on Capacity Building to create synergies on capacity building topics.

3. Facilitate the provision of innovation and collaborative RD&D technical support for climate technologies. i. Establish and support thematic networks of institutions and experts on collaborative RD&D for emerging technologies, including engaging new CTCN Network members working on RD&D, and monitoring RD&D-related activities and discussions within the GCF and other relevant fora. ii. Provide comprehensive information through the CTCN’s Knowledge Management System on good practices and lessons learned emerging from countries’ climate technology RD&D policies and international technology RD&D partnerships and initiatives. iii. Identify and provide technical support to countries to initiate joint RD&D activities on climate technologies, including through technical assistance to improve policy environments for enabling innovation and promote and strengthen national systems of innovation. iv. Support the Director of the CTCN to liaise with the Technology Executive Committee (TEC) and the UNFCCC Research and Independent Non-Governmental Organizations (RINGO) constituency on joint work on collaborative work RD&D under the Technology Framework

4. Facilitate the establishment of partnership and twinning arrangements for South-South and North-South collaboration on RD&D i. Develop innovative partnerships and twinning arrangements for the delivery of CTCN services, including between international organizations, institutions and initiatives as well as academia and the scientific community, to leverage relevant knowledge and information on future technological solutions and transformational technologies. ii. Identify and mobilize pro-bono and in-kind support from various sources for the support of activities of the CTCN.

5. Coordinate, at a strategic level, all administrative functions of the Liaison Office related to budgeting, finance, human resources, and other operational functions.

Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in engineering, technology, environmental science, public policy or related area. A first level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in environment, engineering, technology, international development, climate change or a related field is required.

Work experience within the UN system or similar organization on climate change and technology transfer and experience in working with governments in developing countries is desirable.

Work experience in modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
