Org. Setting and Reporting The post is located in the Office of the Director-General of UNOG, in the Front Office.The staff member will report to the Director-General who will provide guidance. With limited supewision, the incumbent is expected to carry out duties independently, demonstrate personal initiative and exercise sound judgement.

The objective of this position is to provide policy advice and effective substantive support that facilitates the Director-General's work, and to provide effective coordination and liaison support and advice that helps towards effectiveness and efficiency in UNOG's work.

Responsibilities Under the direct supervision and guidance of the Director-General, the incumbent:

1. Provides substantive support and policy advice to the Director-General: · Provides dedicated substantive support and policy advice to the Director-General (DG) in the discharge of his responsibilities as Executive Head of UNOG. · Identifies emerging issues and monitor trends relating to the DG’s mandate, undertake research and provide analysis and recommendations on possible action. · Contributes to strategic and policy planning, including reviewing, coordinating and preparing policy notes, formulating options to address complex issues and developing strategic proposals. · Provides policy advice and support to the DG in connection with meetings, including contributing to compilation of background notes, briefing papers and talking points, as well as preparing notes on the meetings and as required, drafting reports/notes to the Secretary-General and/or senior United Nations officials on the results, including providing advice on any recommendations in this respect. · Assists the Chief of Office in planning and organizing the DG’s missions, including in his capacity as the Secretary-General’s representative; provide advice, preparing talking points and background material, as necessary; accompany the DG, as requested. · As requested, contributes to the planning and preparation of the Secretary-General’s visits, including as necessary, providing suggested background material and draft talking points for the Executive Office of the Secretary-General and take notes in the Secretary-General’s meetings, as required. · Drafts, or supervises the drafting of, substantive correspondence, memoranda, notes verbal and other communications for the DG’s signature, including material of a confidential nature. · As requested, prepares talking points and/or background material for the Director-General’s participation in the regular meetings of the Senior Management Group and other coordinating mechanisms. · As requested, represents the ODG on UNOG-wide task forces and working groups. · Acts as Secretary of the regular UNOG Senior Management Meetings, including preparing talking points and summaries, and monitor follow-up on action points. · Acts as focal point for the DG’ Senior Manager’s Compact with the Secretary-General, liaising with UNOG Divisions and Services, as well as UNHQ, and monitor progress against plans.

2. Coordinates the planning and implementation of the Director-General’s communications & outreach, event organization and partnership-building activities and assist him in his fundraising functions: · Coordinates the development and monitor the implementation of the communication strategy for the Director-General, including on social media. · Coordinates the Resource Mobilization related information for UNOG and assist the Director-General in his fundraising activities; lead the development of communication tools for fundraising purposes, such as brochures, leaflets, letters, etc. As as the focal point for donors, as relevant; · Acts as focal point for events at UNOG, or other venues, with the DG’s participation. · Maintains liaison with counterparts within the United Nations system, other international organizations, Permanent Missions, academic and research institutions and other stakeholders. · Ensures enhanced coherence and prioritization of approaches on private sector engagement across the Office. · Develops a communications strategy to inform staff, delegates and the general public of the importance of partnering with the private sector to prevent eventual misunderstandings.

3. Supports the development, implementation and management of programmes and special projects for which the Director-General is responsible: · Participates in the development, implementation and management of events, programmes and special projects of the Office of the Director-General, including extra-budgetary projects such as the Perception Change Project, the Mediation Support Project, and the SDG Lab. · Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; and ensures follow-up actions.

4. Assists the Chef de Cabinet in the administration and management of the Office of the Director-General (ODG): · Assists the Chef de Cabinet in the formulation and implementation of the ODG work plan, including monitoring progress against targets. · Contributes to the continuous development and strengthening of office procedures and practices. · Contributes to compilation and drafting of correspondence, memos and other communications relating to the full range of human resources and budgetary issues for the ODG. · Supervises junior Professional and General Service staff, as necessary. · Carries out other ad hoc tasks, as may be required by the Director-General or the Chief of Office.

- Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master's degree or equivalent degree) in international relations, political science, public policy, public administration, communications or related field is required. A first-level university degree in combination with two addition years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Seven years of progressively responsible work in international affairs policy analysis and coordination, programme/project management or related fields is required.

At least three years of experience in providing policy advice and helping senior officials articulate policy is required.

Experience in drafting policy speeches for senior officials is desirable.

Experience in coordinating high-level events is desirable.

Experience in preparing and coordinating substantive reports, such as annual reports, as well as other communications in a variety of formats is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French and knowledge of the other is required. Knowledge of Russian is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
