Description of task

Under the direct supervision of the Rakhine Area Based Progamme (RABP) Head of Office and in overall coordination with the Strategic Results, Partnership and Innovation Team, the Monitoring and Reporting specialist will contribute to project planning, monitoring, reporting and design of the next phase of the RABP. More specifically, the specialist will perform the following tasks:

  1. Coordinate implementation of RABP planning processes, by focusing on the following results:
  • Support preparation of RABP ´s Annual Work Plan (AWP) in line with corporate requirements and by consolidating inputs from the project work plans based on expected year-end outputs;
  • Support preparation of RABP Programme Management Unit (PMU) plans annually such as Procurement, Human Resource, Monitoring and Evaluation plan, Risk Logs and Communications plans.
  • Support the preparation of the RABP´s detailed implementation plans by coordinating inputs from project specialists, team leaders and IPs; Contribute to the monitoring of achievement of AWP results and targets and to the analysis of deviations between planned and actual results achieved. Provide inputs if there is need to revisit the plans and provide suggestions for problem solving.
  1. Implement the RABP M&E system and contribute to implementation of programme review by focusing on the following results:
  • Implement the RABP results-monitoring system according to the Project Document and the Integrated Resource and Results Framework.
  • Coordinate collection and verification of data (qualitative and quantitative, data sources) and other information under the project results-monitoring system and according to the results-monitoring plan;
  • Develop project level tools and formats for data collection and verification with IPs and other project stakeholders. Ensure that data collection is conducted in a timely manner.
  • Undertake on-going quality assurance of the monitoring data and information including field visits.
  • Undertake ongoing analysis of monitoring data.
  • Organise and coordinate the implementation of Project Internal Reviews utilizing qualitative data collection methodologies. Support planning and implementation of external reviews and evaluations by collecting and formulating inputs to ToRs; facilitating the organization and implementation of missions; and providing additional support and inputs as needed to the review/evaluation team.
  • Contribute to the development of the next phase of the RABP particularly drawing lessons learned, monitoring framework, baselines and indicators, as requested.
  1. Coordinate project reporting processes and ensure preparation of timely project reports, focusing on the following results:
  • Implement RABP reporting system according to the corporate guidelines.
  • Take lead to prepare all RABP reports (UNDP corporate, donor-specific) according to timelines and other specifics as per donor agreements.
  • Coordinate inputs to reports (data, information) from project specialist, IP and other project partners ensuring that the inputs are prepared in compliance with the appropriate formats, standards and that the inputs correspond to the requirements of Project Results-monitoring system.
  • Systematically work towards improvement of the quality of results reporting by soliciting feedback from donors and CO.
  • Take notes at the RABP Board meeting and compile and draft PB reports.
  • Compile and draft ad hoc reports, analysis, presentations and summaries on various aspects of project implementation, including for the Board meetings and donor briefings.
  • Participate in the CO Communications and M&E Working Groups.
  • Update project information materials such as RABP Fact Sheet/ summary and project website and social media sites in coordination with the Communications Team (if applicable).
  • Ensure report coordination and overall implementation progress to the Program Coordination Team on a monthly basis.
  • Supports drafting and production of regular updates to donors as well as preparation of donor reports, civic education and community awareness.
  • Contribute to conduct RABP programme review and the development of the next phase of the RABP particularly drawing lessons learned, monitoring framework, baselines and indicators, as requested.
  1. Supports mainstreaming of conflict sensitivity across all the project components under RABP
  • Supports mainstreaming of conflict sensitive approaches and social cohesion in all project components under RABP through technical inputs, design of interventions, monitoring of implementation, awareness-raising and training.
  • Supports identifying linkages and synergies across programme and project areas and ensures that conflict sensitive approach and social cohesion for RABP in all programming and projects is harmonized.
  • Participates in and facilitates joint conflict analysis exercises.
  • Ensures and coordinates reporting and monitoring to provide quarterly and annual reporting on conflict and social cohesion issues, risks, opportunities and achievements across the RABP.
  1. Supports development of new ways of doing business when communicating including innovation and advocacy
  • Facilitates and promotes recognition of the strategic importance of communication for programme delivery and raising awareness about UNDP’s area-based approach.
  • Enables project teams and the Rakhine Office to communicate effectively with partners, stakeholders and external audiences through application of established and innovative communication approaches.
  • Prepares and conducts communications needs assessments for Rakhine Area Based Programme (projects, country programme and corporate change initiatives, etc).
  • Supports development of CO communications and outreach strategy, in close cooperation with the SMU team as well as the Programme and other CO teams, based on new way doing business, CO strategic priorities, and the UNDP External Communications Action Plan particularly with joint programme partner UN agencies.
  • Facilitates analysis and actions to integrate innovation and advocacy into communication day to day activities within the RABP and office to raise the profile and positioning of UNDP’s programming.
  • Facilitates use of contemporary communication channels and platforms for citizen engagement, linking UNDP with stakeholders, experts, sponsors or champions.
  • Maintains increased coverage and understanding of the UNDP’s work through development of media stories.
  • Supports inception, development and organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Supports forging of a “One UN” image in the Rakhine region through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns as relevant.
  • Supports drafting and production of regular updates to donors as well as preparation of donor reports, civic education and community awareness.
  • Ensures effective responses to inquiries for public information materials.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master´s Degree in Social Sciences, International Development, (Relevant Field to the project focus) or public-administration.

Required experience:

60 Months

Experience remark:

  • Minimum of 5 years of progressively advancing experience in results monitoring and implementation of systems and tools in the area of RBM and monitoring and evaluation is a requirement;
  • Demonstrated experience in Partnership, Resource Mobilization and Communication
  • Demonstrable training/experience in quantitative and qualitative data collection methodologies is an asset;
  • Experience managing donor reporting;
  • Experience in working at the country level and in post-conflict environments.
  • Experience in Myanmar, South-East Asia and/or countries in transition is an asset;
  • Strong communication skills both written and verbal, demonstrated UN and donor report writing skills.
  • Strong organisational skills.
  • Experience working in multi-cultural teams in a requirement;
  • Computer literacy – MS office applications, web-based management information systems;

  • English(Mandatory), Level - Fluent
