Organizational Setting

This position is located in FAO Balochistan Office in Quetta, Pakistan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Coordination/Liaison Specialist will work under the overall leadership of the Assistant FAO Representative (Program) in Pakistan, direct supervision of the International Coordinator/Senior Project Officer in Quetta.

Technical Focus

The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Tasks and responsibilities

Under the overall supervision of FAO Representative in Pakistan and in close coordination with Assistant FAO Representative (Program / Administration), the incumbent will report to Head of Office, Quetta in performance of the following functions:

• Coordinate and collaborate with relevant technical government departments for the effective implementation of humanitarian/emergency programs in Balochistan. • Support project managers in identifying and planning the support needed for the implementation of humanitarian projects in Balochistan. • Support program managers for obtaining the desired data information (affected areas, households, selection of beneficiaries), and day-to-day official business. • Ensure FAO-related coordination and communications in Balochistan such as NOC requests, meeting minutes, and notifications are followed up and provided in a timely manner. • Prepare weekly / monthly progress updates in the shape of SITREPS, situation analysis, and humanitarian context analysis reports. • Build and maintain relationships with key stakeholders and decision-makers in the government, and among local authorities. • Participate in working groups, seminars, meetings, multiagency rapid need assessment etc. • Attend when requested, on behalf FAO Balochistan Head of Office the provincial coordination forums and relevant cluster meetings, including with counterparts at other NGOs and U.N. agencies; • Any other duty or task as assigned under the project.

Minimum Requirements

• Master’s degree in any related field of management or social sciences; • At least 8 years of experience in coordination and liaison in the non-government and/or public sector. • Working knowledge (level C) of English language both written and spoken. Good knowledge of local language will be an added value • National of Pakistan

Technical/Functional Skills

• Good knowledge of the agriculture/Livestock situation in Balochistan. • Demonstrated leadership abilities, with proficiency in coordination skills. • Proactive and innovative with the ability to deliver results within tight deadlines. • Extensive experience in emergency rehabilitation interventions and livelihood restoration activities. • Past-experience of working in Balochistan will be an added value. • Understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered an added asset. • Excellent report writing skills and strong Communication skills. • Past experience of working in Project Working Area (Preferable)
