Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP/Latin America and the Caribbean Office helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the UNEP/Latin America and the Caribbean Office located at the Panama duty station. The incumbent will support three main functions at the regional office, the effective engagement of UNEP with the rest of the UN System at regional and country levels, the integration of the environmental dimension of sustainable development in country policies and UN Reform processes and products, and strategic planning, reporting and monitoring of development activities and results.

Under the direct supervision of the Deputy Regional Director, the incumbent will be responsible for the following:

Responsibilities 1. Assist for effective UN Environment engagement with the UN system on the development and implementation of UN Cooperation Frameworks and regional strategies: (a) Serve as the UNEP technical focal point in the region on UN system-wide development work and support the inclusion of the United Nations Secretariat (UNS) as a partner to attain strategic outcomes in the region. (b) Coordinate UNEP inputs for the discussions on national UN Cooperation Frameworks to integrate Sustainable Development Goals (SDG's) environmental sustainability and resilience components. (c) Represent UNEP, as requested by the Deputy Regional Director, where there is no UNEP office and technically support subregional and country offices where resident, and in coordination with Regional Subprogramme Coordinators. (d) Support UN capacity building in relation to the guidelines of the Sustainable Development Cooperation Framework. (e) Facilitate a coordinated approach in the region for UNEP's work linked to UNS planning, implementation and reporting at country and regional levels. (f) Liaise with UN Regional Collaborative Platform (RCP),United Nations Country Teams( UNCTs) and Resident Coordinator Offices (RCOs) to provide technical inputs on environmental aspects of sustainable development related to the 2030 Agenda, in coordination with other staff members.

2. Advise UN Environment on integrating an environmental sustainability component into the implementation of the 2030 Agenda and the UN Reform: (a) Support efforts to operationalize the environmental dimension of the 2030 Agenda and SDG at country level, in cooperation with the Resident Coordinator (RC)/RCO/UNCTs. (b) Support the implementation and follow up of the Forum of Ministers decision related to the environmental dimension of the 2030 Agenda. (c) Support RC and UNCT engagement strategy and UNEP´s regional engagement in the UN Reform process (d) Manage and report advances on global and regional projects in charge. (e) Support the interagency work of UNEP at global level in relation to the design and implementation of the UN Development System Reform. (f) Act as gender focal point for the regional office promoting environmental work on gender and the integration of a gender approach in projects

3. Support strategic planning, monitoring and reporting at the Regional Office: (a) Support information collection and analysis on UNEP´s work in the region and their inclusion in UN Info. (b) Support programming processes ensuring results based management and a gender approach, including the revision of donor agreements, implementing partners agreements and Project Documents. (c) Identify and, as appropriate, liaise with relevant stakeholders, and support mobilisation and leverage of resources. (d) Support the design and development of regional strategic planning processes (e) Contribute to the LAC Office efforts in creating synergies among UNEP Sub-programmes. (f) Adequately manage the coordination for development team in accordance with UN rules and regulations, including the reporting assistant. (g) Contribute to technical papers, reports and inputs for consultations with donors and governments as requested.

Competencies PROFESSIONALISM: Expert knowledge of environmental and sustainable development issues, in particular mainstreaming of environmental sustainability in country analysis and sustainable development frameworks. Knowledge of UN programming processes, results-based management, theory of change, human rights and gender approaches. Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions; Ability to identify important and emerging issues on the political agendas; Demonstrated proactive skills in developing strategies to achieve planned objectives. Education Advanced university degree (Master's degree or equivalent) in environment, development or related area is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of seven (7) years of progressively responsible experience in environmental governance, developmental work, capacity building or related area is required. Three (3) years, out of the seven (7), experience at the international level required. Experience in country level formulation and implementation of projects and programmes is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required. Knowledge of another UN official language is an advantage
