The draft 2023-2027 Cooperation Framework (UNSDCF) is structured around four Strategic Priorities. Of these, one Strategic Priority is dedicated specifically to Social Cohesion and Inclusive Governance and Justice; aiming to ensure more inclusive, participatory, and transparent governance systems and mechanisms that promote a peaceful, inclusive and cohesive society and enable all people to deal with the past, be empowered, engaged and enjoy human rights and justice. United Nations contributions under this Strategic Priority will be operationalized under two distinct Outcome Areas, represented by Outcome Group 4 (focused on inclusive governance and justice sector reform) and Outcome Group 5 (focused on social cohesion and human rights). These Outcome Groups will bring together UN system-wide programming by relevant Agencies, Funds and Programmes of the United Nations Country Team, with analysis and coordination support provided by the RCO. In addition to these two Outcome Areas, youth engagement has been identified in the UNSDCF as an important contributing cross-cutting synergy and will accordingly need to be strengthened further. The selected candidate will assist in the RCO’s extensive analytical and coordination activities in the above thematic areas, supporting integrated and coherent planning and reporting through UNCT Outcome Groups and their Joint Workplans, as well as providing further support to joint programming on peacebuilding through the Peace Window of the SDG Fund. In addition, there would be opportunities to contribute to a broad range of analytical and reporting tasks in the RCO including supporting engagement with development partners and civil society. The selected candidate will be afforded several advantages including the opportunity to experience working in an immersive environment in the Office of the Resident Coordinator, with mature peacebuilding programming and exposure to a wide portfolio of other thematic areas coordinated by the RCO, as well as access to the Development Coordination Office (DCO) and Peace and Development community within the United Nations.

Under the supervision of the Head of RCO, and in close coordination with the Reconciliation and Development Advisor, the UN Volunteer will undertake the following tasks:

• Provide analytical and coordination support to UNSDCF Outcome Groups 4 and 5, in particular on SDG 16 related programming, working directly with RCO Focal Points and under the substantive guidance of Heads of Agency level Outcome Group leads. Particu-lar tasks would include supporting the development of new Joint Workplans for the 2023-2027 period, providing secretariat support for regular Results Group meetings, preparing thematic briefs, contributing to regular quantitative and qualitative results reporting, en-suring the reflection of Outcome Group activities in reports/briefs to development part-ners, government and humanitarian partners, etc.

• Support other RCO-hosted staff in resource mobilization, donor engagement, reporting and project proposals for the Peace Window of the SDG Fund, focused on peacebuilding programming to address the legacies of Sri Lanka’s civil conflict. Similar support may be extended, as needed, to the Resilience Window of the SDG Fund.

• Contribute directly to a coherent approach to youth engagement as a cross-cutting syn-ergy in the UNSDCF and the operationalization of youth engagement structures with a range of civil society groups by assisting the RCO Focal Point and the Head of Agency level chair of the UNCT Youth Task Force, including through policy research, inter agen-cy coordination and outreach activities.

• Support the RCO in the production of integrated analytical outputs on socio-political trends and dynamics and research, including in the sphere of governance, human rights, development, and socio-economic issues, including through various sources such as media outlets, coordination with UN colleagues, meetings with local actors, and participa-tion in relevant consultations and conferences.

• Support RCO activities for the strengthening of the Humanitarian-Peace-Development Nexus in Sri Lanka through analytical work, including desk research and thematic briefs on emerging best practice and opportunities.

• Participate in the external coordination of existing partnerships between stakeholders (government, civil society, academia, think tanks and the international community, includ-ing the UN system) for better understanding of an addressing issues relating to early warning, hate speech, and other activities linked to the prevention agenda.

• Excellent writing and analytical skills in English, with demonstrated capacity to pro-duce academic or professional notes, policy briefs, and summaries;

• Knowledge acquired through academic studies or work experience in any of the follow areas would be desirable: peacebuilding, social cohesion, human rights, sustainable development policy, community development, youth engagement.

• Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Sri Lanka is an island nation located off the south coast of India. It’s home to an estimated population of over 21 million people. It is a multi- ethnic, multi- cultural and multi- religious country. More than a decade since the end of the country’s civil conflict, Sri Lanka has established itself as a Middle-Income Country with a vibrant tourism sector. COVID-19 has had a considerable impact on Sri Lanka, impacting in particular foreign exchange earnings. Starting in late 2019, the country entered into a period of economic and has requested IMF support to restructure public debt. As a result, shortages have emerged (as of April 2022) in terms of cooking gas, fuel, electricity and some imported food and medical items. The duration of these shortages will depend on the outcome of currently ongoing multilateral negotiations.

Colombo is situated in the Western Province of Sri Lanka and is the commercial capital of the country. The city is located on the west coast of the island, adjacent to the administrative capital, Sri Jayawardenepura Kotte. Bandaranaike International Airport is located 35km from Colombo and is served by the main international airlines. There are apartments, hotels and other types of accommodation options readily available in Colombo.

Supermarkets, banking and medical facilities are present within the city. Telephone and internet service is widely available. Phone plans and data are inexpensive; however, you should not expect internet service to work consistently or at high speed.

Sri Lanka is a tropical country with moderate temperate and high humidity throughout the year. Average temperature in Colombo ranges between 27 and 30 degrees Celsius. The island experiences two main monsoon seasons, where heavy rainfalls occur, from May to August and October to January.

Sri Lankan food is characterized by fragrant spices, all forms of coconut, and rice. Rice and curry are the main dishes. Sri Lankan cuisine tends to be quite spicy.
