Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world, including in Papua New Guinea (PNG). It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors to advance women’s national agenda, particularly in the context of domesticating the Sustainable Development Goals, an agenda of unprecedented scope and significance to “reach the farthest behind first”.

Reporting to the Country Representative, the Coordination and Resource Mobilization Officer will provide support to the country office in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication.

Duties and Responsibilities

1. Provide support to the Country Representative and PNG Country Office in strategic planning for the Country Office

  • Provide substantive inputs to the planning of key actions within the country programme cycle including development of a new Strategic Note, mid-term review and country programme evaluation.
  • Provide substantive inputs to the development of country programming processes and products, including the annual workplans, programme/ project documents, UN Women’s input to the United Nations Sustainable Development Cooperation Framework (UNSDCF) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert Management on critical issues to be addressed.

2. Provide technical support to the Country Representative and Country Office on Inter-Agency Coordination

  • Provide technical support to joint inter-agency UN planning, coordination processes and similar exercises such as the UNCT Gender Score Card, Gender marker;
  • Provide Secretariat support for Priority Working Groups led by UN Women
  • Prepare planning and briefing materials for the Country Office on issues to be discussed in the UN and other events and meetings;
  • Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Provide technical support to UNCT in coordination, monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme and UNDAF Priority Working Group experiences, as necessary.

3. Provide technical support to the development of strategic partnerships and resource mobilization efforts

  • Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector, High Net Worth Individuals (HNWI) and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Prepare background documents and analysis for the Country Representative to forge and implement strategic partnerships to increase outreach on UN Women’s work in country;
  • Identify opportunities to secure additional non-core resources for UN Women PNG CO and liaise with relevant actors, as appropriate including providing recommendations on positioning with potential donors, timely follow-up, and support, as required;
  • Provide technical support to the preparation of funding proposals, in liaison with the UN Women management and programme staff as relevant;
  • Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;

4. Provide advocacy and communication support to the PNG Country Office with regard to UN Women Coordination mandate

  • Coordinate and implement advocacy campaigns on issues related to Gender Equality and Women’s Empowerment (GEWE), with a specific focus on International Women’s Day, the Generation Equality Campaign, Sanap Wantaim and the HeForShe Campaign (in collaboration with relevant programme Teams);
  • Coordinate, participate in and contribute to policy dialogues around gender mainstreaming, gender equality and the empowerment of women, as necessary.
  • Coordinate implementation of UN System Gender and Human Rights Strategy in collaboration with UN RC Office (RCO); UN Office of the High Commissioner for Human Rights (OHCHR) and other UN agencies in PNG.

5. Facilitate knowledge building and sharing

  • Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning;
  • Lead in compiling and managing an online repository of good practices, lessons learned and other resources on gender mainstreaming;
  • Contribute to capacity building efforts, as necessary.

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes;
  • Experience in the development, planning, implementation, monitoring and reporting of programmes;
  • Experience working in gender equality and women’s rights at the international level is an asset;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset.

Language Requirements:

  • Fluency in English and Tok Pisin is required
  • Knowledge of the other UN official working language is an asset;
