Result of Service

Under the supervision of the Programme Management Officer, Finance Unit, Mitigation Branch, Climate Change Division, the consultant will deliver the specific outputs as follows: I. Review and finalize partner’s progress reports II. Monthly stakeholder’s consultation report III. Draft progress report and bi-annual report to UN women submitted to donors IV. Successfully organized and reported the donor’s coordination meeting and programme advisory committee meeting V. Finalized communication and outreach event calendar VI. Finalized baseline indicators, monitoring and reporting formats for UNEP’s led outputs and indicators Performance indicators: Efficient completion of the deliverables as per stipulated and evaluated by UNEP for completeness and quality.

Duties and Responsibilities

The low-carbon transition and social transformation required to solve the climate crisis pose significant opportunities to redress gender inequalities and promote human rights. By placing women and other marginalized groups at the centre, this transition can advance gender justice and occur more quickly with empowered women and marginalized groups acting as change agents. From 2018 to 2022, UN Women Regional Office for Asia and the Pacific (ROAP) and the UN Environment Programme (UNEP) worked together through the first phase of the EmPower: Women for Climate-Resilient Societies project to accelerate gender-responsive and human rights-based climate action across Asia and the Pacific with a focus on Bangladesh, Cambodia and Viet Nam. Building on the first phase of the project, UNEP and UN Women are scaling up the work in its second phase starting 2023. EmPower Phase II will leverage a variety of tools, methodologies, and empirical data to implement existing plans and policies for gender-responsive, human rights-based climate action. The project will expand the scope for women and other marginalized and gender-diverse groups to shape decisions and build resilience, including through new access to finance, technology and renewable energy as a driver of better livelihoods. In EmPower Phase II, UNEP takes a lead (i) to develop financial schemes to give female entrepreneurs/women-led enterprises access to finance for clean energy technologies contributing to the reduction of GHG in Cambodia, Viet Nam, Bangladesh, Indonesia and Philippines (ii) on technical skill development for exploring job opportunities in the context of clean energy transition for women, youth and other marginalized communities In order to achieve this, UNEP creates partnerships with various stakeholders at the national and regional levels. Moreover, given the number of stakeholders involved in the implementation of EmPower-II and the reporting and monitoring requirement, UNEP is looking for a consultant, based in Bangkok, who can support the programme with partner’s coordination, monitoring and reporting, planning facilitating workshops/events etc. Therefore, the purpose of this consultancy role consists of 3 aspects: 1. Partner’s and other stakeholder Coordination: Coordinate communication and activities with relevant stakeholders such as partner financial institutions, partner NGOs, regional partners, UN Women offices etc 2. Monitoring and reporting: Review and monitor the progress of activities carried out by partners as per their agreement, Prepare documents/ reports as per the EmPower’s reporting requirement 3. Communication and outreach: Assist/Plan to organize training events, workshops seminars on assigned topics/activities. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.

Qualifications/special skills

• Advanced degree (A minimum of Master’s degree is preferred) in the field of management, finance, economics, international development, sustainable development or a closely related field. Additionally, academic background in renewable energy and/or clean technology is an asset. • A minimum 5 years of experience in project coordination, monitoring and reporting, stakeholder management, reporting and communications is required. • Experience of working in any of these field - climate change, clean energy, sustainable development, access to finance, enterprise development. • Ability to and experience in producing well written, analytical reports in English • Experience of working for an international organization is an asset. • Ability to work under pressure and time constraints.

Languages

• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
