Background

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

Through leading the UN Gender Equality Theme Group, cochairing the Gender in Humanitarian Action Working group with the Department of Women and Children’s Affairs and active participation in the UN Country Team, UN Women helps bolster capacities to make achieving gender equality central to UN programmes and policies, advocate for greater resources, and guide and implement joint development/humanitarian programmes.

Reporting to the Country Representative, the Coordination and Partnership Officer will provide support to the Country Representative in inter-agency coordination, strategic programme planning, resource mobilization and partnership building, as well as advocacy and communication working closely with the Deputy Representative and Programme Specialist for Humanitarian Action including colleagues in the Regional Office and in headquarters

Duties and Responsibilities

1.Contribute technically to the development and implementation of a resource mobilisation and partnership strategy of Bangladesh office

  • Provide technical inputs to the design and implementation of UN Women’s resource mobilization and partnership strategy for Bangladesh.

2.Provide substantive support to the Country Representative and the Country Office on UN inter-agency coordination for gender equality and women’s empowerment across the development-humanitarian continuum.

  • Manage the secretariat for the UN Gender Equality Theme Group (GETG) and the Gender in Humanitarian Action (GIHA) and regularly organize and manage meetings;
  • Facilitate UN Women and GETG engagement in the country level Comprehensive Country Assessment (CCA)/United Nations Sustainable Development Cooperation Framework (UNSDCF)/ Humanitarian Response Plan (HRP) processes and similar exercises related to the Resident Coordinator system;
  • Coordinate design and implementation of joint inter-agency initiatives to promote gender equality and women’s empowerment;
  • Prepare background materials and analysis for use by Gender Equality Theme Group the UN Country Team (UNCT) and GIHA on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT, Humanitarian Advisory Group (HAG) and the Humanitarian Coordination Technical Team (HCTT);
  • Follow up and support implementation of approved workplans of GTG and GiHAWG ;
  • Support capacity building initiatives organized by GTG and GiHAWG for humanitarian actors ;
  • Support, monitor, and periodically evaluate the collection and use of sex- age – disability disaggregated data (SADDD). Support clusters/sectors to identify and monitor gender-responsive indicators based on identified needs and issues. Coordinate, conduct, and support gender assessments and analysis when a humanitarian crisis is triggered or has changed and ensure findings are widely shared to inform humanitarian actors in their response. Support the HCTT, and clusters to implement their roles and responsibilities as outlined in the IASC Gender Policy;
  • Support monitoring and reporting on UNCT accountability to gender equality commitments and prepare progress reports for UN Women, RC, HAG, HCTT as necessary;
  • Liaise with the CXB GIHA Coordinator and provide support as relevant ;
  • Inform the CO of joint programming opportunities and participate in the development of UN joint programmes, as necessary.

3. Provide technical support for stakeholder engagement and donor coordination on gender equality and women’s empowerment

  • Provide support in managing activities and other events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand support and multi-stakeholder coordination for gender equality and women’s empowerment;
  • Support the management of the UN Women Civil Society Advisory Group;
  • Support UN Women’s active engagement in the Local Consultative Group mechanism;
  • Support partnerships between humanitarian stakeholders to strengthen gendered humanitarian responses, with a particular focus on local Women-Led Organisations (WLOs) and Women-Rights Organisations (WROs).

4.Support the management, monitoring and reporting on UN Women’s coordination activities

  • Provide inputs to Strategy Note and Annual Workplan on coordination activities, including budget and results framework;
  • Coordinate delivery of the day-to-day activities to ensure prompt and adequate delivery of results;
  • Monitor effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements;
  • Provide inputs to quarterly reports and annual report on outputs, results outputs and outcomes;
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required.

5.Support advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations ;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge products ;
  • Organize trainings and workshops on programme planning and coordination practices.

  • Quality inputs to planning processes and reports, and quality support to the Country Representative;

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of professional work experience working with inter-agency coordination and development, planning, implementation, monitoring and reporting of programmes across the humanitarian-development continuum;
  • Experience working on gender equality and women’s rights at the international level is an asset.

Language Requirements:

  • Fluency in English and Bangla is required;
  • Working Knowledge of another UN official working language is an asset.
