NORCAP solves challenges in the humanitarian, development and peacebuilding sectors in order to better protect vulnerable people’s lives and rights. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity.

We work with and through our partners to address challenges via three core activities:

  • We develop partnerships with regional and global organisations and national stakeholders. We believe working together in a coordinated and sustainable manner is the best way to reduce needs, risks and vulnerability over time.
  • We seek and promote more effective ways of working at the global level and in the field. Our aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people.

  • We deploy skilled experts to develop our partner’s capacity. Given their independence from agendas and interests of the organisations they are deployed to, our experts are well placed to identify and address challenges, improve collaboration and encourage new and innovative approaches.

The Strategy, Information and Support (SIS) section is responsible for developing NORCAP’s strategy, budget and action plans – and for coordinating and reporting on results. Further, the section is responsible for developing the department’s monitoring and evaluation framework to ensure accountability and learning, for analysing trends and the competitor landscape and continuously improve the quality, efficiency and impact of NORCAP’s operations. SIS leads finance processes across the department, including monitoring of financial results, managing accounts and budgeting process. Finally, the section is responsible for developing the NORCAP brand and for external communication towards key target groups among donors, partners and the general public.

Role

The Controller (NORCAP, Strategy Information and Support) is responsible for providing a range of financial support to the department, including budgeting, monitoring, reporting, cash flow, advising on financial management and ensuring compliance with NRC policies and external regulations.

Responsibilities

  1. Maintain overall financial control and monitor cash flows for NORCAP;
  2. Coordinate and consolidate the department’s budgeting and reporting and produce required analysis and reports as assigned by Head of Strategy, Information and Support Section;
  3. Control that budgeting, monitoring, accounting, year-end procedures, auditing and other financial processes are in adherence to NRC Financial Handbook, Annual Budgeting Instructions, accounting standards, donor and auditor’s requirements, and other NRC policies;
  4. Implement and follow up audit of projects and frameworks;
  5. Monitor financial management and anti-corruption work within the area of responsibility to ensure compliance and that NRC’s manuals and regulations are followed to secure financial control and overview;
  6. Share best practises with other controllers in NORCAP, in NRC and with Global Finance;
  7. Report on a regular basis (monthly) to Head of Section and other stakeholders as necessary;
  8. Perform other duties in the department as appropriate.
