You have:

  • A completed Advanced University Degree (Master’s Degree) in business administration, commerce or law or technical field required.
  • A first University degree in business administration, commerce or law or technical field may be accepted in lieu of a Master degree in conjunction with two additional years of relevant work experience.
  • Minimum five (5) years of progressively responsible professional experience including at least three years working experience in an international organization or outside country of origin is required.
  • Experience in commercial activities with the public or private sector in developing and industrialized countries is required.
  • Experience in procurement / contracting, with exposure to managing project-based and complex (blended goods and services) contracting is required.
  • Procurement services experience and experience in working with partners, preferably on managing large scale projects is required.
  • Experience from analytical work and negotiations is required.
  • Experience managing medium/large teams is an asset.
  • Experience in the procurement of medical devices is an asset.
  • Project management knowledge and experience is an asset.
  • Fluency in English required.
  • Proficiency in other UN language would be beneficial.

Contract

Supply Division's work continues to be a direct input to development programmes, including delivery of supplies required by programmes working towards the UNICEF SP result areas, and revolves around innovation, influencing markets, supply chain optimisation and capacity development.

Procurement centres are responsible for the supply operation, including strategic market intelligence, forecasting, procurement, delivery, innovation and analysis of product groups and procurement strategies. The contracting function leads in expertise on the supply landscape, markets, value for money and interaction with global partners to increase access and sustainable supply which can be accessed by government buyers. The incumbent provides support to optimization projects and is responsible for technical assistance and knowledge management, including knowledge sharing via communication pieces on key products/markets and publication of information.

Job organizational context

This position is located in the Medical Device Unit (MDU) within the Health Technology Centre (HTC). The MDU is responsible for sourcing a wide range of medical equipment to support both routine health services as well as emergency response in programme countries.

The position reports to the Contracts Manager (P4) leading the MDU.

Purpose for the job

Under the general guidance and in consultation with the Contracts Manager, manages efficient contracting and procurement activities of the Medical Devices Unit, including proposing procurement strategies to ensure an uninterrupted, sustainable supply of affordable, quality medical products. Focus of the job will be on safeguarding a well-organized engagement of a large team in procurement and project implementation of medical devices in coordination with complex partnerships both internally and externally, global health programmes as well as leading sustainable and efficient supply of these devices globally.

Summary of key functions/accountabilities:

1. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures

2. Review requirements to ensure and competitive qualities, identify priority activities and assignments; adjust priorities as required, develops clear goals and resources for completing work.

3. Undertakes Market research; Solicit and evaluate bids/proposals/quotations to ensure overall competitiveness, quality and conformity to specified requirements, clarifies offers and negotiates with suppliers, as appropriate.

4. Compile and present procurement data, prepare all relevant supporting documents and recommend approval of the Long Term Arrangements (LTA) or purchase order; may authorise purposes in line with delegated authority, and, in cases where the amount exceeds authorised signature authority, prepare submissions to the Contract Review Committee.

5. Review workload, identify priorities, assign tasks to team members and monitor work progress and performance of the team. Coordinate the activities of the team and collaboration with other teams to ensure quick response to requests received from Country Offices and Procurement Services partners. Coordinate timely delivery of consignment.

6. Manage the implementation of project-based and complex (blended contracting) procurement for medical infrastructures and country office projects beyond the Primary Health Care level.

7. Works in close contact with the other Business Centres in Supply Division, ie. Procurement Services, Warehouse and Logistics Centre, Quality Assurance Centre and Finance to ensure successful implementation of the procurement cycle.

8. In partnership with QA and Shipping, evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.

9. Any other duties or assignments as requested by the supervisor.
