Strategic office context:

The position reports to the Contracts Manager in the Services Contracting Centre (SCC), Supply Division based in Budapest, Hungary. The responsibilities of the Centre include the centralization of Head Quarters (HQ) procurement, and service contracting, focusing on optimizing institutional contracting of services.

As part of the strategic plan and in collaboration with other UNICEF HQ Divisions, Supply Division is scaling up several strategic interventions to improve the efficiency, effectiveness and build organizational capacity related to procurement and contracting of Humanitarian Cash Transfer (HCT) related services. This will include support to UNICEF Country Offices, representation of UNICEF in the UN Common Cash system working groups, close collaborations with other UNICEF HQ Divisions.

How can you make a difference?

Under the general guidance of the Contracts Manager, the position is responsible for the provision of technical support to regional and country level on Humanitarian Cash Transfer (HCT) related procurement activities including knowledge management, capacity development, contracting process, implementation and management, market research and long- term procurement planning, etc.

The position is also responsible for chairing the UNCCS Procurement and Finance Working Group (PFWG), as well as maintaining a close collaboration with the HCT Chief of unit in the PG Social Protection team and the HQ inter division cash team.

You will be accountable for:

• Provide technical advice and best practice on procurement and contracting for services to Supply Division centers, Regional Offices, and Country Offices on all phases of the HCT procurement cycle. Supports review of procurement strategies and transactions.
• Work as part of the HQ HCT team to initiate and complete procurement process for HCT related services on behalf of CO and ensures all procurement activities comply with the UNICEF Financial Rules and Regulations, Supply Manual, and all other applicable procurement procedures.
• Support to RO/CO implement procurement and contracting related preparedness initiatives including strategic sourcing, market analysis, including, in country technical support mission etc.
• Represent UNICEF and contribute to inter-agency procurement processes and other collaborative efforts for HCT, including UN Common cash System working groups.
• Provide support to the development of training materials, institutional capacity building training on Payment Agency including co-facilitating training or workshops, etc.
• Make recommendations for finalization of contracting processes and award of contracts; signs procurement orders/contracts up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares/reviews submissions to the Contracts Review Committee for review and subsequent approval by the authorized official.
• Conduct contracts management to ensure supplier compliance to LTAS and contractual terms and conditions.
• Actively contribute to the design and development of institutional policies and procedures on contracting for services; development of standards, tools and criteria for service contracting, including establishment of KPIs and reporting tools for service contracting function.
• Establish work plans and priorities, monitors achievements and performance of reporting staff, including active encouragement of UN collaboration approaches.
• Support the Contract Manager in reviewing, management and response to crosscutting strategies, reviews, assessments, consultations and improvement initiatives etc. Serves as OIC as required.
• Any other duties as may be assigned by the Supervisor

To qualify as an advocate for every child you will have…

Education

• Advanced university degree in Procurement, Contract/Commercial Law, Business Administration, Economics, Supply Chain Management or related field.

*A first level university degree with a relevant combination of academic qualifications and 10 years of relevant professional experience may be accepted in lieu of the advanced university degree.

Work Experience

• Eight years of relevant professional work experience in procurement/contracting for high value, high risk and complex procurement / contracting of services.
• An understanding or working knowledge of UNICEF contracting rules or a similar UN organization is desirable.
• Operational experience and/or exposure to humanitarian cash transfer programme is desirable.
• Previous experience working at the field offices or at the HQ providing support to Field offices.

Languages

• Fluency in English is required, and knowledge of another UN Language (preferably French or Arabic) is an advantage.
