Strategic office context:

UNICEF SD with its experience in global procurement of medicines is expected to play a critical role in the COVID19 response, by ensuring that the developed therapeutics through the ACT Accelerator are quickly made accessible to low- and middle-income countries. The ACT-Accelerator aims to develop essential health products for the fight against COVID19 and to ensure they are distributed equitably. This position will specifically support UNICEF’s COVID 19 response, including the procurement and distribution of therapeutics developed through the ACT Accelerator to respond to the COVID 19 pandemic.

How can you make a difference?

Under the general guidance of Chief, Medicines & Nutrition Centre, responsible for planning, development and procurement strategies for supplies, including contract implementation and management, monitoring suppliers’ performance, worldwide market research and long- term procurement planning in order to achieve the most cost-effective means of procurement.

The incumbent is expected to lead the procurement of specific medicines for COVID-19 response in accordance with UNICEF Rules and Regulations and to participate in planning, sourcing, development and execution of procurement of COVID-19 therapeutics, including proposing method of purchase to support and ensure an uninterrupted and sustainable supply of affordable and quality products.

You will be accountable for:

Supervise and manage effective procurement, local and/or offshore, with a goal to provide rapid and relevant responses to evolving supply needs and situations facing children and families during emergency situations and COVID19 response.

  • Responsible for leading a group of professionals and support staff. Establishes work plans and priorities, monitor achievements and evaluates performance of staff.
  • Manages procurement of materials; including proposal of supply strategy and method of purchase;
  • Participates in the negotiation of contracts and agreements, ensuring compliance with division procedures and policy.
  • Reviews material specifications and requirements with the Technical staffs and QA Centre to ensure completeness and appropriateness.

Ensure sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.

  • Conducts contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.
  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.

Ensure that effective support UNICEF and Government capacity-building efforts are provided in order to enhance efficient, effective and timely supply delivery.

  • Provides advice/guidance to requisitioning CO/RO concerning contractual conditions and supplier appraisals for purchasing of products/services.
  • Undertakes capacity building or support missions to field offices as requested.

Collaboration and Partnership.

  • In partnership with QA Centre, Technical staffs and Warehouse & Logistics Centre , evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.
  • Performs as a liaison in communication with other centres and partners regarding implementation of procurement cycle for COVID 19 Therapeutics.
  • Participates in procurement workshops and business seminars organized by UNICEF and/or external partners, including presentation of data and representation of Supply Division.

Education

  • Advanced University degree in business administration, engineering commerce, law, Pharmacy, Public Health or relevant disciplines \* a First University degree (Bachelors) in the above-mentioned disciplines in conjunction with two additional years of experience in lieu of an advanced University degree may be accepted.

    Work Experience

  • Minimum eight years of progressively responsible professional experience including at least three at the international level;

  • Experience in commercial activities with the public or private pharmaceutical sector in developing and industrialized countries, required;
  • Knowledge and experience with worldwide procurement, contract negotiations and administration, combined with broader economic knowledge, required;
  • Strong commercial background with technical knowledge of medicines markets and procurement expertise of related commodities and supplies is needed.
  • Good analytical skill and negotiating skills.
  • Ability to clearly and concisely express ideas and concepts in written and oral form.
  • Ability to manage and monitor the effective use of financial and material resources.
  • Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment.
  • Ability to supervise and direct a team of support staff.
  • Good knowledge of computer applications.

Languages

  • Fluency in English. Required. Knowledge of another UN language, an asset.
