Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Logistics, Geospatial, Information and Telecommunications Technologies services and Training to all Secretarial Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is part of the UNGSC the Supply Chain Service and the incumbent reports to the Chief of the Supply Chain Service.

The incumbent leads and coordinates the acquisition process for various services and commodities for the local demand at UNGSC as well as for the UNGSC managed Strategic. The incumbent assists in the implementation of an effective and efficient management of service and commodity contracts, with the aim of ensuring proper performance of obligations by all parties to these contracts and liaise with other mission units/sections and entities as required.

Responsibilities Within delegated authority, the Contracts Management Officer will be responsible for the following duties:

  • Plays a pivotal role in the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management.
  • Provides Chief Contract Performance Management Unit (CCPMU) inputs on budget and acquisition planning.
  • Oversees the procurement process including providing input to statement of works/requirements (including articulation of performance standards and Key Performance Indicators), Local Committee on Contracts (LCC) presentations, development of technical evaluation criteria, assistance with evaluation of vendor proposals and guidance during contract formulation, drafting and negotiation.
  • Develops a quality assurance plan to provide a systematic, structured method to monitor contract performance.
  • Participates in the development of contract risk assessments and risk management plans, including mitigating measures.
  • Develops contract compliance checklists and implementation plans.
  • Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations.
  • Conducts contract close outs including identifying, documenting and disseminating best practices and lessons learned and performing final contractor performance assessment from CCPMU perspective.
  • Ensures the enforcement of UN contracts in consultation with the Mission, Procurement and UN Headquarters stakeholders, as appropriate. Liaises with other departments, including the Office of Legal Affairs, in relation to handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies.
  • Within the terms and conditions of the contract, works towards resolution of conflicts or performance issues arising in cases of poor performance and/or non-compliance with contractual obligations.
  • Contributes to planning, development and management of the acquisition process for various services and commodities (e.g. vehicles, medical equipment and supplies, stationery and office supplies, furniture and fixtures, accommodation and office equipment, etc).- Contributes to the execution of internal controls over acquisition activities and support functions.
  • Keeps Clients abreast on the progress of acquisition activities and detailed status of implementation of the acquisition plan, including a full range of procurement and other supply chain issues encountered.
  • Performs other related duties as required.

Education Advanced university degree (Master's degree or equivalent) in business administration, public administration, engineering, law or related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in CIPS (Chartered Institute of Procurement and Supplies) or equivalent procurement and supply management certification is desirable.

Work Experience A minimum of five years of progressively responsible experience in supply chain management, project/contract management, acquisition planning, logistics support or procurement of global service contracts or related field is required.

Experience in the use of an Enterprise Resource Planning (ERP) system is required.

Experience in managing support services in United Nations or similar International Organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required; Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
