- Written and oral fluency in English and French is a requirement

- Experienced networker with strong negotiation skills
- Bachelor/licence in social sciences, economics, humanitarian affairs or relevant sectors
- In-depth knowledge of international development programs and emergency response

Job purpose
The Contracts Awards Manager position will lead the management of World Vision Niger’s entire portfolio of commercial contracts. He/she will supervise the project managers/coordinators for each project while ensuring that they receive enough guidance to implement their projects according to the donors’ expectations and requirements. This position will also support the review of World Vision Niger’s processes and policies to ensure their alignment with commercial contracts, as well as build capacity of the World Vision Niger team on similar awards. This position will lead the development of proposal packages for new commercial contracts from the IPD side and will work closely with the RAM team to develop strong winning proposals.
Major responsabilities
Lead the implementation of the commercial contracts within World Vision Niger :
- Provide information on the expectations and requirements from the donor on each project to ensure the successful decision making on the project.
- Pro-actively identify risks in the implementation of the commercial contracts and support in trouble shooting them.
- Support the revision of contracts agreements to ensure World Vision Niger’s alignment with the requirements and regulations and that the objectives are achievable.
- Maintain regular project management follow up through ITTs, Budget vs Actual, and other reporting, to ensure the project is being implemented as per the expectations of the contract
Be the commercial contract champion within World Vision Niger
- Map out World Vision Niger’s capacity with regards to commercial contracts and the implementation of such awards, including mapping out existing processes and policies to ensure their alignments with the requirements of commercial contracts.
- Develop and lead on the implementation of a capacity building plan for World Vision Niger to strengthen their capacities on similar contracts.
- Lead and support the revision of Standard Operating Procedure (SOPs) and processes for World Vision Niger to ensure the quality of the implementation of commercial contracts in alignment with donor regulations.
Provide leadership to the project managers/coordinators on commercial contracts in the implementation of their projects
- Provide technical leadership and coordination to commercial contracts projects integration with each other as well as other projects of WV Niger
- Support Project managers/coordinators to develop sound annual work plans that are in line with the program priorities and donor guidelines
- Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.
- Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement
- Lead annual planning to ensure that plans are made to meet the targets set out in the project design.
- Ensure that there is a good flow of information between the project management team and other teams, such that issues are identified and reported on before they become difficult to manage.
- Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.
Support the development of proposal packages for commercial grants
- Provide expert advice on the development of proposal packages for World Vision Niger’s submissions to commercial contracts.
- Lead the development of budgets and narrative sections alongside other departments
- Ensure that proposal packages are in line with commercial contracts requirements for the donor and that World Vision Niger’s risk is mitigated properly.
Other responsibilities
- Represents World Vision Niger to external entities at professional meetings and conferences.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners.

- Bachelor/licence in social sciences, economics, humanitarian affairs or relevant sectors
