Result of Service The responsibilities of the individual contractor are to:

1. Support the coordination and administration of the CWE programme at both country and regional level, including: a. The individual contractor will provide coordination and administrative support to the CWE programme, including through preparation of briefs, reviewing relevant documents and reports, preparing project progress and implementation reports, as well as liaising with partners at both regional and national level. b. Support and contribute to activities related to budget funding (programme preparation and submissions, financial progress reports, expenditure statements, etc.) and prepare related documents and reports. c. Engage with trainers, experts, consultants, and other resource persons in their preparations for, and participation in programme activities. d. Support the delivery of communication outputs and social media coverage, for example tweets, website updates etc. regarding the CWE project at both the regional and country-level. e. Provides other administrative support as required.

2. Support the research, analysis and finalization of reports at both country and regional level, including: a. The individual contractor will support the various research activities being undertaken at the country level on women’s entrepreneurship. This will include providing editing support and contribute substantive inputs where feasible.

3. Support M&E and project documentation, including: a. The individual contractor will develop and maintains reference/resource information on specific topics, policy-related issues, recent developments, and trends in the field, including relevant political, policy, gender issues/considerations or other developments in MSME sector, country or the Asia Pacific region. b. The individual contractor will contribute to the preparation of material for the approval of regional, country or sectoral technical cooperation projects. c. The individual contractor will support the collection and reporting of data for the M&E framework developed by the CWE team.

4. Support the coordination of regional meetings and logistics, including: a. The individual contractor will provide administrative and substantive support to expert group meetings, panel discussions, regional conferences, webinars etc., including proposing agenda topics, researching and proposing experts, handling logistics, etc. b. The individual contractor will draft monthly country and regional updates. c. The individual contractor will support the preparation of summary reports, meeting minutes and other relevant documentation for the meetings. d. The individual contractor will monitor and follow-up the implementation of events held in CWE programme countries. e. The individual contractor will work closely with the country level teams in supporting the logistics and documentation required for conducting events at the country level. f. Perform any other tasks as requested by the Programme Manager.

This individual contractor is normally based at UNESCAP Bangkok but in view of the situation related to COVID could be delivered by using alternate work arrangements. The IC will work under the direct supervision of the Programme Manager, Catalysing Women’s Entrepreneurship of ESCAP and the overall direction of the Chief, GESIS and UNESCAP Bangkok.

Duties and Responsibilities In Asia and the Pacific, entrepreneurship is one of the main pathways for women’s economic empowerment and equality, which can in turn have a ‘multiplier effect’ on family well-being, poverty reduction and sustainable economic growth. Thus, creating an enabling entrepreneurial ecosystem where women can freely participate to their full capacity, can yield expansive socio-economic gains stretching from households to communities and economies.

United Nations ESCAP’s Catalyzing Women’s Entrepreneurship (CWE) programme is a regional initiative that aims to strengthen the entrepreneurial ecosystems that foster women’s entrepreneurship, enhance women entrepreneurs’ access to capital through innovative financing mechanisms, and increase women entrepreneurs’ use of ICT through relevant training and tools. The project implementation countries include Bangladesh, Nepal, Cambodia, Viet Nam, Fiji and Samoa; The CWE project is supported by the Government of Canada.

ESCAP is seeking an Individual Contractor (IC) – Project monitoring and reporting consultant to support the overall coordination, implementation and administration of the programme at both project country and regional level. The IC is also expected to contribute substantively to various studies undertaken under the policy and advocacy component of the programme.

Qualifications/special skills Advanced Degree in International Relations, Public Administration, Development studies, Business or related fields. A minimum of two years of professional work experience in project or programme support and development, management, monitoring or related area at international level is required. Experience in the field of gender equality and women’s economic empowerment. Knowledge of financial inclusion and the SME environment in the context in Asia and the Pacific. Experience working with national governments, international organizations and stakeholders at the international level in Asia and the Pacific is desirable. Prior experience of engaging with UN agencies. Experience in organizing workshops, conferences, capacity building trainings and other events is desirable.

Languages Excellent writing and editing skills in English.
