Background

UNICEF Country Office in Uzbekistan requires professional photographic services to document the agency’s programme priorities, key interventions and best practices for achieving results for women and children; highlight the progress made by different projects; capture special events; and support with photos a variety of communication materials that promote the rights of women and children.

UNICEF Uzbekistan will create a pool of photographers (consultants) and will additionally select two/three photographers who will shoot, process and deliver photos in digital format on a retainer basis (when services are required).

Under the overall guidance of Chief of Communication and direct supervision of C4D Officer, the Consultant will work closely with the Communication Section, other UNICEF programme staff and consultants to produce digital color and black and white (as needed) photographs for UNICEF Uzbekistan in 2021 and 2022.

The photos should be of high quality and resolution so that they can be used for various purposes.

Objectives:

Objective 1 – Photo-documentation of the programme activities (human-interest photo-essays, infrastructure where UNICEF has been working, field activities, engagement with communities or beneficiaries), for public dissemination by UNICEF.

Objective 2 – Coverage-photo documentation of events (conferences, trainings, visits, meetings, seminars and other events) for public dissemination by UNICEF.

Objective 3 – Specialized photo sessions on for use in designing public communication materials (in controlled studio-based shoot of celebrities, products, materials to be shown in leaflets, booklets, billboards etc.).

Timelines and deliverables:

Timeline for objective 1 and 2- Within one or two working days upon completion of the photo shoot, as agreed with the supervisor.

Timeline for objective 3 - Within three working days upon completion of the photo session, or as agreed with the supervisor.

At the end of each assignment, the contractor is expected to deliver:

  • A minimum of 30 color and/or black and white (as required) digital images in high resolution shot as RAW files (300 pixels/inch: minimum size 3000 x 2000 pixels); and the same selection in lower resolution (1000 pixels longer edge, JPEG format) to be delivered to UNICEF on CD/DVD, memory stick, hard drive or via providing a link to a shared drive in Internet.
  • A word file with captions / information related to photos, as per UNICEF guidelines.
  • Consent forms / Release forms signed by parents or legal guardians of children, as per UNICEF guidelines.

Methodology / activities

Depending on the assignment, the consultant will discuss the methodology according to the complexity assignment:

  • Discuss with UNICEF staff member about the nature of the activity to be covered, and expectations from the assignment;
  • Undertake the photography activity as per discussions;
  • Write captions, as per UNICEF’s guidelines for different assignments;
  • Follow UNICEF protocol, as mentioned below;
  • Process raw pictures using appropriate computer programmes/software like photoshop
  • Deliver photographs to UNICEF as per agreed deliverables;
  • Deliver word files of captions;

Management

The Consultant will report directly to C4D Officer who, under the guidance of Chief of Communication, will provide the overall briefing and assign the tasks according to the requirements of the particular assignment, and based on the ‘fair distribution of workload’ principle.

The Consultant will work closely with the UNICEF programme staff who require her/his services. Relevant programme staff will be responsible for providing a detailed briefing on the particular assignment (with technical inputs from the Communication Section, if necessary), and duly informing C4D Officer that the work has been undertaken as planned and the expected deliverables have been certified.

The consultancy may involve travel to different locations within Uzbekistan. Travel expenses will be covered according to the UNICEF procedures.

Resource requirement and payment

UNICEF Uzbekistan will establish the daily rates based on the type of photographic services and deliverables required, and in alignment with the practices applied by other UN agencies in the country.

For each assignment, the specifications of the deliverables and costing will be agreed upon prior to commencement of work with the relevant programme staff. The Consultant will be paid upon completion of each assignment and submission of invoice. The Consultant’s assignment will be considered completed and the relevant fee will be processed by the Communication Section, upon certification of services by UNICEF programme staff who required the Consultant’s services.

To qualify as an advocate for every child you will have…

  • At least three years of professional experience in photographing of events of different type/scope, preferably in the development and social context.
  • Minimum completed secondary education supported with certified specialized training in photography;
  • Technical expertise and experience in landscape, technical and portrait photography, with proficiency in photo editing skills;
  • Experience of working with UNICEF and/or other UN agencies is an asset.
  • Intermediate knowledge of English is an advantage.

Applications of the candidate should include:

  1. Latest CV and UN personal history form;
  2. 5-10 photographs made by the candidate and/or a link to the source where her/his work can be viewed.

Procedures and working conditions

The Consultant is expected to use his/her own photographic equipment, professional digital camera and a range of accessories required for provision of quality deliverables.

For various situations the Consultant will provide different visual perspectives (close-up, medium range, long distance), in both horizontal and vertical formats, depending upon the briefing by UNICEF.

All digital photographs must contain complete caption information in “file info” and separate Word format captions list. Caption information should consist of date, place, name(s) and age(s) of the individual(s) depicted on the photo, as well as brief description of the situation photographed, as per the UNICEF guidelines.

When necessary, photography subject release forms signed by parents or legal guardians of children under the age of 18 will be provided to UNICEF together with the images, as per the UNICEF guidelines.

The Consultant is expected to maintain at all times demeanour and behaviour consistent with the highest journalistic ethical standards aligned with UNICEF principles of working with children.

This consultancy is off-site. UNICEF will assign work to selected candidates on a need-basis. After discussions on expected deliverables and timelines, the consultant will send their drafts. UNICEF will not provide office space to consultants hired under this consultancy.

UNICEF Branding and style manuals; guidelines on writing for the UNICEF publications and website. UNICEF will provide to the contracted Consultant:

  • Briefing on UNICEF branding and photography guidelines;
  • Briefing and detailed explanation of the kind of photos needed and help in defining the best content for photos based on the particular assignment;
  • Briefing on captions development;
  • Briefing on filling the photography release forms;
  • Assistance in acquiring access to specific locations by confirming in writing that the photographer is on the assignment commissioned by UNICEF.

Reservations and remarks

All materials developed will remain the copyright of UNICEF and cannot be submitted, distributed to or used by any other party. UNICEF will be free to adapt and modify them in the future. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines.

UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

Selected candidates can be put on the roster for other UN agencies, to be used for assignments of respective agencies.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
