Background

UNICEF Office in Uzbekistan produces various advocacy and communication materials (publications that include reports, brochures, fliers, posters, newsletters, etc.) to document the agency’s programme priorities, key interventions and results achieved for women and children; highlight the progress made by different projects; promote positive behaviours among population; and continuously advocate for the implementation of the rights of women and children.

All materials produced by UNICEF Uzbekistan are expected to be of the highest quality in standard to serve as effective communication, advocacy and outreach tools for different target audiences. These materials need to conform to the standards and guidelines prescribed by UNICEF.

UNICEF Uzbekistan will create a pool of graphic designers (consultants) and will additionally select additional professional designers who will be asked to undertake assignments for UNICEF.

Objectives:

The objective of the consultancy is to produce designs and artwork for UNICEF Uzbekistan’s needs for communication, advocacy and outreach materials in 2021 and 2022.

Timelines and deliverables:

The timeline for delivery will vary for different assignments depending on the complexity of the assignment. For each assignment, consultant will discuss the timeline for each deliverable with UNICEF staff who require the Consultant’s services for each deliverable.

At the end of each assignment, the contractor is expected to deliver within the agreed timeline with UNICEF Uzbekistan:

  • Final approved design option in the ‘ready-to-print’ format submitted to UNICEF staff on CD/DVD, memory stick, hard drive or via providing a link to a shared drive in Internet. This must be in line with UNICEF branding and graphic guidelines.
  • PDF format design for archiving on UNICEF website submitted to UNICEF staff on CD/DVD, memory stick, hard drive, by email or via providing a link to a shared drive in Internet.
  • Printing or production specifications (in consultation with the printer or production agency)

Methodology / Activities

Depending on the assignment, the consultant will discuss the methodology according to the complexity of the design:

  • Research online and other sources, select, adapt and integrate images suitable for the assignment;
  • Deliver creative and innovative ideas for print, web and interactive materials;
  • Design templates for new publications and products in line with UNICEF graphic and branding guidelines and in close cooperation with the UNICEF staff and consultants;
  • Improve and edit art‐works, photos, charts and other graphic elements as necessary;
  • Create animations in PowerPoint and/or Flash for illustrative purposes such as animation of maps and more advanced solutions;
  • Deliver creative graphic and technical solutions for use of social media; and provide technical supervision during the printing process by closely liaising both with UNICEF and the printing house.

Relevant programme staff will be responsible for providing a detailed briefing on the particular assignment (with technical inputs from the Communication Section, if necessary), and duly informing Communication Officer that the work has been undertaken as planned and the expected deliverables have been certified.

Management

Contractors will be briefed on details of each assignment by UNICEF and will report to the Chief of Communication. Communication Section will provide the overall briefing and assign the tasks according to the requirements of the particular assignment, and based on the ‘fair distribution of workload’ principle.

The Consultant will work closely with the UNICEF programme staff who require her/his services. Relevant programme staff will be responsible for providing a detailed briefing on the particular assignment (with technical inputs from the Communication Section, if necessary), and duly informing Communication Section that the work has been undertaken as planned and the expected deliverables have been certified.

The consultancy does not involve travel. In exception cases, if needed, travel expenses will be covered according to the UNICEF Uzbekistan’s procedures.

Resource requirement and payment

UNICEF Uzbekistan will establish the rates based on the type of services and deliverables required, and in alignment with the practices applied by other UN agencies in the country.

The contractor(s) will be paid upon completion of each assignment and submission of receipt and service certificate. Contractor’s assignment will be considered completed and fee for his/her services rendered only after approval of the quality of products by the UNICEF Supervisor.

To qualify as an advocate for every child you will have…

  • Minimum completed secondary education supported with certified specialized training in design;
  • Minimum of three years of work experience as a Graphic Designer in desk-top publishing, including the experience in designing multiple language versions;
  • Previous work experience with the UN/UNICEF or international development agencies is an asset;
  • Proven knowledge of print and graphic design fundamentals and related software (Adobe In-Design, Photoshop, Illustrator, Corel Draw, Microsoft Office, etc.) as well as evolving technologies;
  • Knowledge of English is an advantage.

Application from the candidate should include:

  1. Latest CV and UN personal history form;
  2. 5-10 designs made by the candidate and/or a link where his/her work can be reviewed for assessment;

Procedures and working conditions

This consultancy is off-site. UNICEF will assign work to selected candidates on a need-basis. After discussions on expected deliverables and timelines, the consultant will send their drafts. UNICEF will not provide office space to consultants hired under this consultancy.

UNICEF Branding and style manuals; guidelines on writing for the UNICEF publications and website. UNICEF will provide to the contracted Consultant:

  • Briefing on UNICEF branding guidelines;
  • Briefing and detailed explanation of the kind of deliverables expected and help in defining the best content for each particular assignment.

Reservations and remarks

All materials developed will remain the copyright of UNICEF and cannot be submitted, distributed to or used by any other party. UNICEF will be free to adapt and modify them in the future. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines.

UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

Selected candidates can be put on the roster for other UN agencies, to be used for assignments of respective agencies.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
