Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women MCO Caribbean covers 22 countries and territories in the English and Dutch speaking Caribbean, which are part of the Caribbean Community (CARICOM). Strides towards gender equality in the countries covered by the MCO have resulted in gains for women and girls in the Caribbean, relating primarily to high education rates and increases in employment rates. However critical gaps remain. These gaps are further exploited during hazards like COVID-19 and other environmental hazards.

The UN Women programme on Strengthening Gender-Responsive Disaster Resilience in the Caribbean proposes a comprehensive package for gender-responsive resilience that focuses on rendering prevention, preparedness and response systems, gender-responsive plans and tools, and provides targeted action enabling women, girls and unemployed, unattached young men to withstand natural hazards, recover fully from disasters and increase their resilience to future natural hazards.

2021 represents the last year of the implementation of UN Women’s Strategic Plan, the beginning of the strategic planning cycle which is in line with the UN system wide strategic level planning.

Duties and Responsibilities

Objectives of the Assignment

Under the overall supervision of the UN Women MCO - Caribbean Representative, the consultant will be contracted to:

Provide support to the Country Representative in strategic programme planning for the MSDF, and specific normative framework implementation and where relevant regional programme implementation, resource mobilization and partnership building.

Scope of Work and Deliverables

The consultant is expected to deliver the following results:

  • Lead the development of 2 UNCSDFs, and support staff in completing 4 UNCSDFs.
  • Lead the finalization of the COVID-19 Gender Impact Assessment.
  • Support the Discriminatory Law Legal Review in Anguilla.
  • Support outreach and resource mobilisation to development partners for collaboration on upcoming projects.
  • Support at least 4 train the trainer sessions on gender-based violence with duty bearers in Barbados and Jamaica.
  • Support Gender Responsive Budgeting reviews in Jamaica to inform Gender policies.
  • Support consultations and the reform of the Domestic Violence Act in Trinidad and Tobago
  • Support consultations, costing, finalization and adoption of the National Strategic Action Plan on Gender-based Violence in Trinidad and Tobago
  • Support the referral pathway development for Saint Lucia.
  • Integrate GRB into national gender policies in selected countries.
  • Collaborate with key stakeholders to establish a Gender Advisory Council to implement, monitor and report on gender policies, especially those specific to GBV.
  • Using CEDAW support the development of a national level social accountability strategy for tracking, monitoring and evaluation around on legislation, budget analysis and expenditure tracking around the state response

Functional Competencies:

Required Skills and Experience

Experience:

  • Minimum/At least 10 years of experience in gender and development.
  • Experience in developing at least one (1) UN strategic planning document
  • At least 3 years’ experience with Gender-Responsive Budgeting
  • At least 5 years’ experience in Disaster Risk Resilience.
  • At least 5 years’ experience with the United Nations System.
  • Demonstrated knowledge of the international conventions on gender equality and women’s empowerment;
  • Prior experience in the CARICOM Region will be an asset.

Languages:

  • Fluency in English is required

Education:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Location and Duration

  • The consultancy will be based in home based with travel (once safe).
  • The consultant will be engaged on retainer for at least 85 working days during the period 14 December 2020 – 31 December 2021.

Remuneration

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.

  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits.? Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness. The medical coverage should be international when the contract requires missions or international assignment.

  • If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.

Hardware, Software and Communication

  • The consultant must be equipped with a fully functional laptop, which must run at least Windows 7. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

Other:

  • The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with potential future contractors with respect to the TORs and work that they will be delivering
