Org. Setting and Reporting This position is located in Juba, within the Contingent Owned Equipment (COE) Unit in the Mission Support Centre in the United Nations Mission in South Sudan (UNMISS). Juba classified in the "E" category and as a non-family duty station. The Contingent Owned Equipment Officer at this level usually reports to the Chief Contingent Owned Equipment Officer. This position supports the implementation and management of the MOUs in the field between the United Nations (UN), Troop Contributing Countries (TCCs) and Police Contributing Countries (PCCs). The focus of this job is in principle to advise the senior mission leadership on the technical and logistical support on matters related to weapons, ammunition and explosives as per UN policy on Weapons and Ammunition Management.

Responsibilities Within delegated authority, the Contingent Owned Equipment Officer will be responsible for the following duties:

•Plan and supervise Arrival, Operational Readiness, Repatriation and other periodic inspections of assigned formed police units to verify by physical inspection that the T/PCC and the United Nations are in compliance with their agreed responsibilities as detailed in MOU.

•Brief T/PCCs on the requirements of the COE Manual in terms of COE and responsibilities for self-sustainment.

•Plan a timetable of Verification Inspections and brief T/PCCs on the preparations required, and the procedures to be followed.

•Manage, coordinate and supervise the work of the COE Verification Inspection Teams or COE Unit in order to ensure effective and timely conduct of inspections.

•Brief inspection teams on their duties and responsibilities appertaining to the inspection and receive from them the necessary input for the preparation of the Verification Inspection Report.

•Maintain up-to-date details of major and minor self-sustainment equipment in the DPKO COE Database.

•Draft inspection verification reports (VRs), major equipment details, other associated documents, and other reports, and obtain the necessary signatures from the appropriate authorities.

•Ensure that incoming units on rotation are fully briefed on the COE System on arrival, and are aware of their responsibilities as above.

•Administer the daily operations of the inspection teams or the COE Unit

•Report any loss or damage to COE that could be subject to reimbursement by the UN.

•Oversee all UN assets and services which have been provided to units which should be selfsustained.

•Maintain up-to-date Organization Charts on units detailing their organization by sub-units and deployment locations of vehicles, other major and minor equipment including crew served armaments.

•Prepare briefing documents, ACABQ/Audit responses, budget preparation and any other related documentation.

•Perform quarterly COE performance analysis and submit the report to UNHQ

•Maintain, within the COE databases, inventories of COE held by all assigned formed units;

•Identify, in consultation with contingent commanders, and other appropriate mission and UNHQ staff, major equipment and self-sustainment deficiencies and surpluses as compared to MOU requirements and recommend corrective action to meet agreed MOU or Mission operational requirements.- Serve as member of and/or secretary to the Mission's COE/MOU Management Review Board.

•Maintain up to date comprehensive documentary and electronic files/records on day-to-day activities relating to units and their inspections.

•Archive records and documents according to the Mission Archive Plan.

•Monitors and coordinates all multifunctional logistic requirements at the operational and tactical levels.

•Assists Chief MSC in the development of policy and procedures for logistics support.

•Provide technical assistance and advice to Mission leadership on handling, safety, storage and maintenance standards of weapons and ammunition.

•Manage and coordinate as required activities related to the UN weapon and ammunition management framework and policies, including providing support to the Weapons and Ammunitions Advisory Board (WAAB) Secretariat.

•Serve as a focal point for WAAB between the Mission and the UN Headquarters, in coordinating technical assessment, strategic assessment and other missions as may be necessary.

•Performs other duties as required.

Education High school or equivalent diploma is required. Additional certification/diploma or training in a logistics related discipline, i.e. transport, engineering, operations management, supply chain management or other relevant field is desirable.

Work Experience A minimum of ten (10) years of progressively responsible experience in managing logistic support operations or property management services in military, commercial or international organization, or related areas is required is required. One (1) year of field experience in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programmes) or similar large international organization or non-governmental organization, in a conflict or post conflict environment is desirable. Proven experience in management, storage and handling of ammunition as a military or police Ammunition Technical Officer is desirable. Experience in developing logistics plans, policies, procedures and new strategies and providing technical and procedural advice in a broad range of logistics areas is desirable.

Languages English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English both oral and written is required .
