UNSMIL's mandate as renewed in SC resolution 2434 of 13 September 2018 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) support to key Libyan institutions; (b) support for the provision of essential services and delivery of humanitarian assistance; (c) human rights monitoring and reporting; (d) support for securing uncontrolled arms and related materiel and countering their proliferation; and (e) coordination of international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones.

Under the direct supervision of Chief Property Management Unit (PMU), the UN Volunteer will undertake the following tasks: - Assists the COE Team Leader / Database Manager to support the overall Memorandums of Understanding (MOU) management of Military and Police Units deployed Mission-wide; - Takes active part in the Arrival, Periodic, Operational Readiness, Spot check and Repatriation Inspections of Major Equipment and Self-sustainment categories as a member of the Verification Team; - Inspects Major Equipment brought into the Mission against the requirements stipulated in the relevant Memorandums of Understanding (MOU) between UN and the Troop/Police Contributing Countries; - Inspects and verifies contingent’s self-sustainment capabilities in, for example, catering, office, communications, laundry, cleaning, miscellaneous general stores, electrical and minor engineering, tent age/accommodation, identification, etc. against the agreed MOU and relevant UN standards; - Participates actively in the planning, specification, development, implementation and maintenance of COE Database/computerized system in support of MOU management of troop/police contingents deployed in the Mission; - Drafts Verification Reports, COE Status Reports, Uniformed Strength Reports for submission to the COE Team Leader for review; - Acts as a member of Board of Survey on loss/damaged COE as required; - Checks Monthly Assets Status Reports and Uniformed Strength Reports; - Checks daily allowance and recreational leave allowance raised by military and formed police units prior handling over to the Financial Resourcing and Performance Unit through Chief COE Unit; - Works with IT staff to address issues relating to the accessibility and replication problems of Verification Reports and other COE issues; - Sets aside dedicated time for coaching, mentoring, capacity development through training and capacity building when working with or supervising national or other administrative personnel; and - Perform any other tasks as directed by the supervisor.

Results/Expected Outputs: - Contribute to strengthening the COE Unit through his/her professional knowledge in logistics and equipment inventory management; - Good judgement skills in executing the tasks demonstrated and task accomplished in an effective and timely manner; - The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing (IPs); - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; - A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

  • Preferably a commissioned military or police officer having at least 5 years of progressively responsible experience in Material Management and Logistics Support related activities is required;

  • Experience in military/police peacekeeping operations is desirable;
  • Experience in Inventory Control practices and procedures is desirable;
  • Experience in Supply Chain Management is desirable;
  • Technical knowledge in vehicle maintenance, ammunition/explosives and stocking/safekeeping
  • operation/maintenance is desirable;
  • Computer skills: Knowledge on Microsoft Word, Power Point and Excel with analytical skills to join tables in queries, to filter, group and summarize required data.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
