Org. Setting and Reporting This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo, within the Contingent Owned Equipment (COE) Unit of the Mission Support Centre (MSC). This position will be based in Goma. The COE Assistant will report to the Chief COE Unit and Chief MSC.

Responsibilities Within delegated authority, the Contingent Owned Equipment Assistant is responsible for the following duties:

Under the supervision of the Chief of the Contingent Owned Equipment (COE) Unit who is responsible to the field mission’s Chief Mission support Centre for the detailed implementation and management in the field of Memoranda of Understanding (MOU) between the United Nations and Troop Contributing Countries/Police Contributing Countries (TCC/PCC) contributing formed military or police units to the mission, the COE Assistant, normally as a member of an Inspection Team, performs the following duties: - Conduct Arrival, Operational Readiness, Repatriation, and other periodic inspections of formed units to verify by physical inspection that the TCC/PCC and the United Nations are in compliance with their agreed responsibilities as detailed in the MOU. - Raises within the COE Modules of the ECOE System and processes for approval by the Chief, COE Unit, COE Verification Reports related to the above inspections. - Provide advice to formed units on all COE/MOU related matters including recommendations as to how non-compliance with the MOU, by either party, may be rectified. - Maintain, within the ECOE system, inventories of COE held by all assigned formed units; Maintain records of all UNOE on issue to assigned formed units. - Report any loss or damage to COE that could be subject to reimbursement by the UN, Oversees the issuance of UN owned equipment and UN services provided to units which should be self-sustained, and reflect as necessary in verification reports for financial reimbursement. - Participate, as required, in pre-deployment visits to TCC/PCC to assist TCC/PCC to prepare formed units for deployment to field missions. - Maintain up to date comprehensive documentary and electronic files/records on day-to-day activities relating to units and their inspections, archive records and documents according to the Mission Archive Plan, be the Point of Contact with the UNHQ; ECOE System; Maintenance of unit MS Excel/Access Databases and provision of reports in other software as required. - Perform other duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification Certification/diploma or training in a logistics related discipline, i.e. transport, engineering, operations management, supply chain management or other relevant field is required.

Training in use of databases or ERPs, data processing or related IT field is desirable.

Work Experience At least six years of progressively responsible experience in material management and logistics-support related activities is required.

Experience in the conduct of COE equipment verification inspections or implementation and monitoring of COE/MOUs in international post-conflict operations is required.

Experience in providing logistics services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in inventory control practices and procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
