This is a IPSA-11 contract. This kind of contract is known as International Personnel Services Agreement. It is normally internationally recruited only. It usually requires 7 years of experience, depending on education. More about IPSA-11 contracts.

Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Any official travel expected to be associated with performing the functions will be paied by UNDP subject to prior authorization by the supervisor. The airfairs and Daily Subsistence Allowance (DSA) will be determined by the UNDP’s travel policies and guidelines

Office/Unit/Project Description

Saudi Arabia, under the prudent leadership of the Two Holy Mosques, King Salman Ibn Abdulaziz, has launched the Saudi Vision 2030, which is seeking to achieve a diversified, prosperous economy. To achieve this vision, it is expected that all ministries and Government bodies would strive for organizational excellence, improving their services and qualified personnel, and building high-performing manpower. Looking at the vision, it is evident that it urges Saudi Arabia to open up to the external world, and the need to improve the consular services, as well as strengthening the positive image of the Kingdom, and enhancing regional relations. This accentuates the role of the Ministry of Foreign Affairs (MoFA) in the realization of the Vision 2030. Furthermore, this advances the importance of cooperation with the United Nations System, with emphasis on UNDP as a partner. On the other hand, this requires promoting economic and United Nations Development Programme commercial activities along with the interaction of the Kingdom with other countries, and the urgency to enhance the public services for citizens, efficiency of the public expenditures and upgrading resource allocation. The current project entitled “Umbrella Programme for Advisory Services to MoFA” intends to develop the capacity of MoFA to adapt to the changing work environment through:

  • Utilizing and developing the capacities and expertise of personnel through targeted technical assistance
  • Applying modern technologies to meet requirements of the diplomatic and consular work
  • Support for improved performance management according to standardized criteria, operations, and systems

UNDP together with the Ministry has agreed to cooperate in designing a programme of technical assistance with details of the activities and sub-projects to be identified on an annual basis in support of MoFA’s deputyships. Activities for the project will be set annually according to MoFA’s priorities and will be reviewed by UNDP’s project management in coordination with the deputyships for submission to the Minister of Foreign Affairs.

This project is designed to be adaptive, changing to meet the evolving needs of the Ministry as it faces new foreign service challenges in the coming years. Given the uncertain environment, especially as the government faces a post COVID-19 world, the project is designed to make decisions and adjustments in response to new information and changes in context. UNDP will manage the project adaptively; it is not about changing goals during implementation but rather changing the path being used to achieve the goals in response to changes.

The two sub-projects under the umbrella cooperation where work has started are:

1. Strengthening public diplomacy

2. Phase 1 of the project to promote the international representation of Saudi Arabia in international organisations and supporting recruitment of Saudi nationals in the UN System: Establishment of a Digital Platform

The Digital Platform Project to increase Saudi representation in the UN

The Department for International Personnel within the Saudi Ministry of Foreign Affairs, and supported by UNDP Saudi Arabia, wished to create an interactive digital platform to engage Saudi citizens and support them to apply for and navigate international careers in the United Nations system. The site will house a range of regularly updated multi-media content to educate, coach, and mentor prospective and current staff.

UNDP Saudi Arabia and the Saudi Ministry of Foreign Affairs are seeking a motivated and savvy content editor to oversee our content publishing needs in a fast-paced work environment. You will work with a team of writers and designers to develop and curate compelling and engaging content for our audience. Your primary duties will include content strategy, proofreading and editing, analyzing readership data, and developing our content strategy. To excel in this role, you will have experience in developing and editing content, as well as excellent communication and organizational skills. A bachelor's degree in English or a related field is a must. As a member of the core team, the Content Manager is expected to contribute to overall performance through the development and coordination of multiple work packages and organisation of the project.

The incumbent will report to UNDP Programme Analyst.

Duties and Responsibilities

Scope of Work

The main objective of this consultancy role is for the Content Manager/Lead to be the main responsible party of a successful content development and maintenance. To this end, the Content Manager will:

  • Formulate strategic goals and objectives for delivery of content
  • Plan workstream and coordinate with the Community management team and other teams in an integrated manner
  • Assemble and recruit/source the content team
  • Supervise a team of writers and coordinate with freelance contributors.
  • Proofread and edit spelling, grammar and syntax.
  • Ensure that content meets the partner’s needs, and follows our in-house style guide.
  • Organize, modify and update existing content.
  • Verify content and information.
  • Work with the graphic design team to ensure a user-friendly experience.
  • Collaborate with co-workers and come up with fresh, creative content ideas, keeping our audience in mind.
  • Manage a busy workload according to deadline.
  • Research, analyze data and analytics, and seek to increase reader engagement and retention.
  • Knowledge of SEO and industry best practices.
  • Represent the organization at launches, meetings, and press events.

The Content Manager should have:

  • Proven ability to work effectively with a group of high achieving peers.
  • Demonstrated ability to set high standards for you and your team, as well as the ability to consistently meet or exceed those standards.

Expected Deliverables:

I. Weekly Reports on Progress towards implementation of the agreed work plan

II. Content Strategy to set the direction on what kind of content should be created and published.

III. Team work plan, work packages, and budget to oversee and manage the team progress, and ensure successful completion within the allocated time and budget.

IV. Develop and publish multi-media content and support the development and management of the platform’s communities.

Both deliverables to be prepared working closely with other team members

Required Skills and Experience

Min. Academic Education

  • Masters Degree in Communications, English or related field or Bachelors with +2 additional years of experience.

Min. years of relevant Work experience

  • Minimum 9 years (with Bachelor’s degree) or 7 years (with Master’s degree) of relevant experience.

Required skills and competencies

  • Experience with the UN is highly desirable

Required Language(s) (at working level)

  • Excellent verbal, written communication skills in English is required.
