OBJECTIVE

The overall objective of this assignment is to contribute to strengthening the capacities of NCCM to implement the Standard Operating for the Protection and Assistance on Child Asylum Seekers, Refugees, and Victims of Migrant Smuggling and Trafficking in Persons and enhancing cross-border cooperation.

METHODOLOGY

The consultant will work in close consultation with MENARO with key government stakeholders at national and governorate levels, in addition to coordinating with sister agencies such as UNHCR and IOM, in addition to reviewing available resources.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Key Tasks

  1. To support the implementation of the Standard Operating Procedures for the Protection and Assistance on Child Asylum Seekers, Refugees, and Victims of Migrant Smuggling and Trafficking in Persons.
  • Draft the implementation strategy.
  • Assess the needs and develop the capacity building plan for the SOP implementation for government stakeholders.
  • Deliver two-day orientation workshops on the SOPs in the target governorates of Aswan, Matrouh, and Alexandria.

    1. To facilitate children on the move inter-agency coordination to ensure a harmonized approach in the implementation of the SOPs .
  • Conduct consultation meetings with IOM and UNHCR as part of the implementation strategy development process.

    1. To contribute to the design and implementation of the regional cross-border project, “the Aswan Initiative”, in coordination with UNICEF MENARO and UNICEF Sudan, as well as relevant ECO programme officers.
  • Plan and conduct consultation meetings with UNICEF Sudan on cross-border cooperation activities to integrate into the design.

  • Facilitate coordination meetings between the governments of Egypt and Sudan to discuss the Aswan Initiative and possible cross-border cooperation interventions.
  • Produce a progress report on the implementation of the Aswan Imitative.

  1. Preparing specific criteria for assessing and identifying the needs of care institutions in Aswan and Red Sea in coordination with MOSS and NCCM

  1. Draft an analyses report on the needs of care institutions in Aswan and Red as a result of the mission that will be conducted jointly with NCCM, UNHCR, IOM and MOSS

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • Educational Background: Master’s degree in development studies, Political Science, Migration and Refugees, or similar discipline
  • Qualifications: At least 5 Years of professional experience in the field of migration and refugees
  • Skills: Proven coordination, communication, presentation skills
  • Previous UNICEF/UN contracts and duration is desirable
  • Language: Fluency in English and Arabic

    CONDITIONS OF WORK

The consultant will be office-based

The consultant is expected to travel to border governorates and other key governorates for COTM
