Background

Over the last 40 years, UNDP Uganda has implemented development programmes in support of Government development efforts focusing on the elimination of poverty, reduction of inequalities and exclusion, promoting effective governance, national resource management and access to energy, addressing environmental degradation, climate change and disaster risk reduction through linking local insight and global perspectives.

In 2020, UNDP unveiled a new five-year Country Programme Document (CPD) for Uganda 2021-2025 anchored in inclusive and sustainable solutions to Uganda’s development challenges. The CPD is aligned to Uganda’s third National Development Plan (NDP III) 2021-2025 and the Uganda long-term vision 2040. This alignment enables UNDP to contribute to national development efforts and to support the Government of Uganda to achieve the 2030 Agenda and its 17 Sustainable Development Goals (SDGs).

The Country Programme Document (CPD) for Uganda 2021-2025 outlines UNDP’s programme priorities through the coming five-year period. Successful implementation of the CPD depends in part on these priorities being communicated and reinforced with key audiences.

UNDP intends to employ the services of Individual Consultants to provide photographic and visual documentation services to UNDP development work in Uganda in order to produce communication and advocacy materials to be used by UNDP’s internal and external partners across various platforms.

Duties and Responsibilities

Successful execution of this work will entail field visitation to UNDP project areas (past and present) which are spread across the country.

Within the scope of the assignment, the successful consultant is expected to provide the following:

  1. Attend pre-production briefing on issues being covered and participate in preparatory research and production planning
  2. Travel to an identified location to document pre-agreed UNDP interventions, events/launches, activities, workshops; situation of women and children benefiting from UNDP activities and projects; UNDP staff in action; UNDP implementing partners showcasing UNDP work – all through the lenses of photography
  3. Conduct post-production and production of the images undertaken
  4. Capture or take compelling photos/images of high-quality, impactful, result-oriented, creative and unparalleled, exceptional original compositions of UNDP work.
  5. Edit the photos, resize to an agreed measure that is easy to store, retrieve and use by the UNDP Communication Unit and Partners.
  6. Ensure adherence to the laws of Uganda, professional ethical guidelines, especially on the treatment of minors, victims and refugees.
  7. Comply with UNDP guidelines on photography so as to protect the agency’s image and avoidance of litigation
  8. Write concise, well edited captions for all images. Captions should be embedded in the images and shared separately as a MS Word document as well. Submit each image with a detailed caption on date, location, name, age and identity of the subject as appropriate and any other relevant information. Descriptive captions for all broad edit photos. Wherever possible: quotes from central characters/subjects in the photo coverage serving to tell a first-person narrative story; quotes from of a more personal nature from photo coverage characters/subjects directly addressing the camera with their gaze
  9. The images submitted must be relevant to the assignment/specific interest at that time and they should not be less than 50 pictures if the assignment is for 1-2 days. For assignments more than 2 days, the images should not be less than 100
  10. Process, edit (with full descriptive captions, shot lists and metadata as per UNDP requirements) and digitally share via an agreed platform all materials in both RAW and edited format, including a folder of ‘best of’ shots and RAW footage
  11. Consultant photographer supplies all photographic equipment and agrees to provide, if requested, transmissions of rough edit selections of best images, with complete caption information
  12. On assignment completion, the broad edit will be transferred electronically or by DVD/portable drive to UNDP Uganda, Public Advocacy Unit
  13. Dully signed consent forms should accompany all images as per UNDP guidelines
  14. Ensure that the photo subjects sign consent forms allowing UNDP to use their photos for any lawful purposes that advances the causes and aspirations of the organisation
  15. All copy rights of the items produced belong to UNDP Uganda

Competencies

  • The successful candidate should demonstrate that he or she has the professional competence, skills, and expertise to undertake the assignment. The candidate should show proof of qualifications and experience in the fields of Communications, Photography, Public Relations, or related fields.
  • The applicant should demonstrate a client-oriented approach, tact, and ability to work with people of different national, cultural, ethnical, and professional backgrounds
  • The successful candidate should demonstrate a high degree of self-drive, professionalism and confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made
  • Demonstrated artistry, creativity, and inspiration to subjects
  • Demonstrated high level of professional capacity to handle a heavy workload under time constraints, with sensitivity to local traditions and customs.
  • Must show appropriate sensitivity. On assignments for UNDP, they represent UNDP to the people they are photographing

Required Skills and Experience

I. Academic Qualifications:

A University degree in Journalism, Visual communication, Photojournalism.

II. Experience:

  • Professional photographer with at least 5 years demonstrated photography experience.
  • Individuals with a journalism background specializing in photojournalism are preferred
  • The consultant should have a track record and proof, including samples of compelling photos taken for reputable organizations.
  • Demonstrated knowledge of human rights-based approach or previous work with international organizations or human rights NGOs would be an asset.
  • Five years of professional work preferably in the humanitarian sector.
  • Demonstrated high quality portfolio in professional photojournalism
  • Demonstrated high level of professional capacity to handle a heavy workload under time constraints, with sensitivity to local traditions and customs.
  • Demonstrated experience of working with humanitarian and/or development organizations as well as media, including familiarity with UNDP’s mission, programmes, field operations and style formats will be an advantage.
  • It is preferred that the bidders are located in or near Kampala since some of the assignments might be ad hoc.
  • Candidates should be equipped to conduct assignments in all UNDP supported districts across the country.
  • Ensure effective and efficient provision of service, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made.
  • Ensure dignity of subjects, particularly in the context of children and vulnerable groups
