UNICEF in Serbia and the Ministry of Education (MoE) with the support from the European Union are implementing the project “Bridging Digital Divide in Serbia for Most Vulnerable Children” with the overall objective to strengthen the resilience of the education system to the effects of emergency situations. The intervention builds on previous achievements in the development of quality inclusive education and digitalization in education, and encompasses activities for further system strengthening at the national and school level. One of the specific objectives is to support further development of digital education and strengthen the capacity of institutions for its delivery, management and monitoring. Within this framework, UNICEF will also work on developing digital content for online/blended learning.

Since the worldwide outbreak of COVID-19 in early 2020, Serbian education authorities have organized the creation of video lessons covering the full spectrum of primary and secondary education curricula, together with the matching education resources, in order to respond to the needs of distance learning. These resources are located at the national platform for online learning Moja škola (https://mojaskola.gov.rs/) and/or RTS planeta (https://mojaskola.rtsplaneta.rs/) and are planned to be linked to a national repositorium of open educational resources, i.e., an aggregator of open education resources that is being developed by the Ministry of Education. For that purpose, these video lessons need to be described via determined meta-data descriptors and entered into the aggregator of open education resources.

The purpose of this assignment is to support the availability of the existing open education resources (TV lessons) by describing and entering them in the aggregator of open education resources managed by the MoE. The selected consultants (5 positions) will receive guidelines and detailed orientation how to accomplish this assignment.

Work Assignment Overview:

The consultants shall be responsible to describe 1000 video lessons for the first cycle of primary school located at the platform RTS planeta (https://mojaskola.rtsplaneta.rs/) and enter those descriptions into the aggregator of open education resources. Each selected consultant will cover 200 descriptions.

Duration of the assignment: June – September 2023 (part-time, remote)

Task description:

Describe the video lessons produced during COVID-19 pandemic through determined descriptors:

  • Analyze and describe the video lessons (200 per consultant) for the first cycle of primary education through determined descriptors, i.e. meta-data (title, link, short description with learning outcomes, key words, author, year, publisher, level of education, grade level, teaching subject, teaching topic/theme, language, type of resource, license),
  • Enter meta-data of the 200 video lessons into the specialized platform - aggregator of open education resources managed by the Ministry of Education.

Knowledge/Expertise/Skills required:

  • University degree in Science (including social sciences, education sciences), Humanities, Arts, Technology, or Mathematics. Advanced degree would be an asset,
  • At least 5 years of professional experience as a primary school teacher or teachers’ educator (i.e., university teacher at the teacher training faculties),
  • Excellent knowledge of primary school (1-4th grade) curriculum in Serbia,
  • Ability to meet tight deadlines through excellent time management and organization skills,
  • Previous experience with doing meta-descriptions of open education resources would be considered as an advantage,
  • Fluency in Serbian language,
  • Basic computer skills (including data entry).

The application must include a financial proposal in RSD as a separate document, providing the service price for the whole assignment (200 video lessons per consultant).
