- RATIONALE: Scope of work and context in which work will be undertaken.
The National Malaria Control Program is mandated with the responsibility to provide technical guidance, leadership, coordination, planning and resource mobilisation of malaria services in Zimbabwe. The National Malaria Control Program seeks to update its five-year Strategy for 2021-2025, the key document that will define its mission and goals. This follows the 2016–2020 Strategy during which malaria services delivery raised its profile with expansion of malaria elimination agenda to about 50% of the districts in the country, thereby achieving significant success in many areas amidst many changes and challenges in that period. In the proposed Strategic Plan, The National Malaria Control Program will revisit and refine its vision, mission, goals and strategic objectives, targets and propose the direction for the next strategic planning cycle running until 2025. In this vein The National Malaria Program seeks to re-look at its existing draft strategic plan with a critical view to update it while staying true to the vision of using the inclusivity principle of all the stakeholders of in malaria program. The new strategic plan seeks to reinforce Malaria Program’s commitment and approach in addressing the concerns of the ever-changing environment and exploring new ways of maximising the available tools including advancing technology to amplify its initiatives. It is expected that the new strategic plan will help The National Malaria Control Program to articulate its goals and priorities in order to be responsive and accountable to the social, political and economic realities of the country today.
Zimbabwe has robust implementation structures and clear malaria transmission strata of control, and elimination. The number of districts implementing elimination activities increased significantly since the outgoing strategic plan (2016-2020). As of December 2020, there were 29 districts in the elimination phase and 33 in burden reduction phase. The growing landscape for malaria program means a growth of the strategic expectations as well as posing untold challenges to the program for instance the Covid-19 pandemic and other disasters that retard national progress. With this in mind, the National Malaria Program seeks to capitalize on these new opportunities whilst meeting the needs of recipients of malaria services at all levels. The scope and focus of the assignment are to provide technical, strategic and facilitation support to enable the renewal of National Malaria Program’s strategic plan in line with the growing and changing landscape for malaria programming and implementation.
How does the work fit in to the work of the program/unit
The WCO Malaria programme seeks to provide leadership and ensure action in improving access to, and coverage of, quality essential malaria control and elimination services. This will be achieved through leading a comprehensive, integrated, multisectoral and resilient national health systems and relevant systems in national non-health sectors and priority communities to ensure whole of society approach to malaria including the delivery of quality, people centred, and integrated essential packages for the prevention, control and elimination of malaria towards attainment of Universal Health Coverage (UHC) in collaboration with partners. This includes engagements with partners; providing guidance in the development, implementation and monitoring of policies, strategies and plans for the elimination of malaria;

Purpose of the Consultancy
WHO is looking for a national consultant to support the National Malaria Control Programme in leading the process of and the development of a new strategic plan for the period of 2021-2025.
- Expected Assigned Duties/Work to be Performed:

- Define the scope of the Strategic Plan (SP) through a consultative process with NMCP and partners.
- Review and analyse existing draft strategic plan, 2021-2025 and key documents with a focus to understanding “Where NMCP is and where it ought to go” for the next 5 years
- Define Malaria program’s network proposition, its strategic priorities and action plans and align strategic targets to achieve these priorities in the ever-changing environment
- Conduct consultative forums with technical working groups, key stakeholders, MOHCC management, key stakeholders, to synthesis NMCP’s key learnings and identify strategic opportunities in the current environment with a focus to understanding “Where do we want to be? How will we get there?”
- Develop an effective internal evaluation mechanism to continually assess NMCP’s progress in achieving its strategic goals
- Engage MOHCC management and key stakeholders meaningfully in the process to define the mission, vision, values, objectives and priorities of the organisation.
- Draft the Strategic Plan and present it to the NMCP Management and key stakeholders for validation and approval after necessary revisions.
- Finalise Malaria strategic plan and present to NMCP management for endorsement
Deliverables
Inception
An inception report outlining the steps and methodology to be used in developing /updating the Strategic Plan.
1st Month
Draft Strategic Plan for review and feedback (with clear vision, mission, strategic objectives and targets) including the addendum to 2026
Final Strategic Plan document that includes: Executive summary, background (including strategic plan development process), internal and external analysis, vision and mission statement, organisational values and guiding principles, strategic priorities, metrics to assess progress in the attainment of these strategic priorities, budget, SWOT Analysis, Operational plan and addendum to 2026

- Technical Supervision:
Reporting to the NMCP Director the officer will work closely with cluster lead for communicable and non-communicable diseases under the guidance of the WR

University degree (PhD or Masters) in organizational development, social sciences, business management, strategic planning, or other related fields.

Required Experience
At least 10 years of relevant experience in health development sector (Strategic Plan development and organizational development).
Desired Experience
- Experience in working with public health programs preferably malaria programs.
- Current knowledge and understanding of the malaria ever changing landscapes
- Experience with participatory approaches in conducting assessments and facilitating strategic planning processes.
