Purpose of the consultancy

The overall purpose of the consultancy is to work with the national authorities of Kuwait in conducting situational analysis and developing the National Action Plan on antimicrobial resistance (AMR) in alignment with Global Action Plan on AMR and in response to the WHA68.7 and WHA72.5 resolutions.

Background

Antimicrobial Resistance is now recognized as a global problem with significant health and economic dimensions. WHA through its Resolutions WHA68.7 in 2015 and WHA72.5 in 2019 urged upon all countries to develop their respective national action plans to combat AMR in alignment with the WHO Global Action Plan that was endorsed by the WHA. Both resolutions also called upon WHO to assist Member States in drafting of their national action plans and subsequent implementation. WHO has been supporting several countries in the region to achieve this objective.

Kuwait has notified a national AMR focal point and is planning to have an extensive national consultation to draft this multi-sectoral national action plan. The consultant shall assist EMRO and national authorities in Kuwait to analyze the current efforts and challenges facing Kuwait to combat AMR and to support national authorities and technical groups in in subsequent collation of inputs into a draft of a national action plan to combat AMR.

Planned timelines

20 working days between 15 October 2021 till 31 December 2021.

Work to be performed

Output 1: Facilitate the development of a situational analysis of current strengths, weaknesses, opportunities and threats to combat antimicrobial resistance in Kuwait.

Deliverable 1.1: A final draft report of the situational analysis on AMR in Kuwait developed.

Output 2: Coordinates the development of the national AMR action plan for Kuwait­ through:

  • Facilitate meetings with the various AMR national stakeholders and technical groups assigned by the MOH.
  • Coordinates the completion of all sections and tools required for the national AMR action plan in alignment with the global AMR action plan (SWOT analysis, strategic Plan, Operational Plan, and monitoring and evaluation Plan).
  • Build consensus and agreement among technical groups and national stakeholders on contents of the national AMR action plan
  • Compile and draft a final AMR action plan for Kuwait to be approved and endorsed by the MOH in Kuwait.

Deliverable 2.1: A completed final draft of the national AMR action plan for Kuwait using the standardized WHO tools submitted to the MOH in Kuwait.

Required Qualifications

Education: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in public health, epidemiology and surveillance, infectious disease, laboratory sciences, microbiology, or other health related fields

  • Experience****: 5 to 10 years of relevant experience in developing national AMR action plans

Desirable: Experience in an international agency

  • Skills/ Technical knowledge
  • Knowledge of research and practice issues around antimicrobial resistance
  • Excellent report writing skills in English and meet tight deadlines
  • AMR related publications is highly desirable

  • Language Excellent knowledge of English.

Location: The consultant will be working mainly from his/her place of residence. The Consultant is expected to travel to Kuwait if the COVID – 19 situation improves, separate TR will be issued.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
