Consultant – Whole of Syria Health Sector Information Management Officer

Overview

Provide technical information management support and lead product production.

You have:

• Bachelor's degree in information or data management, computer sciences, public health, or related field.
• Master's degree in information or data management, computer sciences, public health, or related field (desirable).
• At least five years of relevant experience in data or information management in emergency operations or humanitarian contexts.
• Expert level proficiency in Arabic.
• Expert level proficiency in English.
• Experience in emergency disaster and health outbreak response or humanitarian work at the field level.
• Ability to communicate clearly and concisely both orally and in writing.

1. Area of expertise: Consultant – Humanitarian Health Sector Information Management

2. Purpose of consultancy To provide technical Information management (IM)support Whole of Syria Health cluster team and lead the production of timely IM products. 3. Background The consultant will work under the Whole of Syria Health Cluster and work closely with hub level IMO and collect, collate, compile, and produce all IM products in a timely and high-quality manner.

4. Deliverables 1. Collect, consolidate, and clean the 4Ws, HeRAMS, EWAR, SSA and cholera KPIs data from the three Whole of Syria response areas, and produce regular products according to the agreed templates and timelines. 2. Rollout and monitor the standard sectoral achievements according to the logframe against the set targets. 3. Guide the health cluster agencies to gather data and monitor a selection of indicators to demonstrate progress. This is in line with the revised humanitarian action plan. 4. Develop reliable data management processes including standardization of data format, sustainable structure of data collection, validation, analysis, and dissemination of results. 5. Technically contribute to the design and rollout of Public Health Information Services (PHIS) at WoS 6. In coordination with the three response areas, calculate and deliver/finalize health sector PiN/severity based on agreed indicators; consolidate and finalize the health sector log frame, and the MSNA health sector section. 7. Analyse and visualize the health sector section MSNA results. 8. Support the Health sector drafting and finalizing the HNO chapter. 9. Submit the Whole of Syria’s health sector operational presence indicators and other analysis/data to OCHA on timely manner. 10. Monitor attacks on health care (SSA initiative). 11. Maintain reporting on key indicators to WHO regional and global on a timely manner.

5. Qualifications, experience, skills, and languages

Educational Qualifications: Essential: Bachelor's degree Desirable: Master’s degree in information or data management, computer sciences, public health, or related field complemented by training in database development and/or management from an accredited/recognized institute.

Experience Essential: At least five years of relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian contexts. Desirable: Prior emergency disaster and health outbreak response or humanitarian working experience at the field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations, or with an international nongovernmental organization.

Skills/Knowledge: 1) Ability to communicate clearly and concisely both orally and in writing. 2) Demonstrated the ability to work on different information management tools and software, such as Excel, ArcGIS, illustrator, Kobo, and PowerBI. 3) Demonstrated knowledge of health information systems with the ability to identify and manage difficult situations. 4) Proven skills in the field of data collection, assessment, analysis, and monitoring in a public health context. 5) Advance ability to design, manage, analyze, and coordinate complex information system projects, computer-based applications and databases, and web-based tools. 6) Experience in transferring knowledge to diverse audiences through training, mentoring, and workshop. 7) Experience in establishing clear workflows for data collection, data input oversight, multi-variate data analysis, and dissemination of mapping tools. 8) Knowledge of program management and functioning of WHO and the UN system.
