How can you make a difference?

Scope of Work: The scope of work includes supporting COVID-19 vaccination, cold chain and logistics for Covid-19 and routine Immunization services and strengthening human resources capacities at provincial and municipal levels for effective and sustainable management of the immunization programme. Under the coordination of Health Manager, and with close supervision of the Health Officer, the Consultant is being sought to provide support for planning, implementation, supervision and monitoring of Global Vax related activities for the intensification of COVID-19 and routine vaccine rollout as outlined below:

1. Training of provincial and municipal supervisors and logisticians: Training of provincial and municipal supervisors and logisticians to improve practices of vaccine and cold chain management; improve monitoring of vaccine storage and enhanced supervision capacity of the supervisors to ensure effective and efficient implementation of activities.

2. Mass vaccination campaigns: Provide technical support to provincial directorates of health to identify additional municipalities and communities requiring COVID-19 vaccination and support development of operational costs and funding request to UNICEF and monitor implementation of additional sites and mobile teams. The plan will include the need of human resource, transportation, fuel and allowances for outreach teams. Provide technical support to integrate COVID-19 vaccination into routine vaccination services in the selected health facilities. Monitoring the utilization of vaccines, supplies and essential commodities. Provide technical support to logisticians for vaccine and reverse logistics management during COVID-19 and routine immunization.

3. COVID-19 data collection and analysis for quality results: Identify gaps in data flow in 12 provinces and support estimates of needs in airtime for telephone communication, to ensure timely transmission of data from vaccination sites to upper level. Daily review of data and support provincial level teams to insert data on the ReDIV/IOTA platform.

4. Supervise and monitor: a) the Cold Chain Maintenance: supervise companies conducting preventive maintenance of cold chain equipment (CCE), in the target provinces. The monthly maintenance aims to ensure constant safe storage of vaccines and zero days of out-of-service equipment as per recommended temperatures of cold chain equipment (cold rooms, freezers, ultra-cold rooms). b) vaccines and cold chain logistics: supervise immunization logisticians to follow-up standard operation procedures (SOPs) of vaccine cold chain and logistics, corrective actions. c) end user monitoring of IT and Communication equipment: for data management: mobile, telephone devices, laptop computers, megaphones and batteries to GPS and vaccination sites.

5. Conduct programmatic visits and monitor effective implementation of activities supported by UNICEF using direct payment modalities.

6. Collect relevant information for Donor visibility and regular donor report, e.g pictures, human interest stories, programme briefs.

7. Develop a summary of results achieved so far against the project plan.

To qualify as an advocate for every child you will have…

  • University degree in one or more of the disciplines relevant to the area of the expertise – Medicine or Public Health, logistics, Monitoring and Evaluation, Science / physics. Knowledge in project management will be an asset. A Diploma in combination with qualifying experience may be accepted in lieu of the university degree.
  • At least 3 years of professional work experience at national and decentralized levels in project implementation, supervision, outbreaks response or routine immunization, public health, and other relevant programs. Demonstrated experience providing technical assistance to governments on the implementation of projects/ action plans. Demonstrated experience in management, supervision and monitoring of activities. Emergency work experience is an asset. Familiarity with the UN system or NGOs is desirable. Willingness to immediately take up the assignment.
  • Fluency in spoken and written Portuguese is a requirement. Working knowledge of English will be an asset. Knowledge of one of the Angolan local languages is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
