Purpose of the consultancy

To provide technical guidance to the regional office in updating and finalization of the regional Measles and Rubella multi-year strategic plan and the regional measles and rubella surveillance guideline

Background

The East Mediterranean region its 44th RC session in 1997, the EMR adopted a resolution for measles elimination in all member states of the EMR by 2010. Due to the delay in achieving measles elimination goal, the RC decided to revise the target year of measles elimination to 2015. With the humanitarian emergency in several countries in the region, achieving measles elimination was further delayed. Accordingly, the target date was further postponed to 2020 as part of the regional vaccine action plan 2016-2020 that was adopted by the RC in 2015.

Countries of the EMR have been implementing the regional strategy for measles elimination with variable levels of success and they are in different situation regarding progress towards measles elimination. Currently; 3 countries were verified eliminated measles and rubella by the RVC in 2019, 4 countries expected to be verified soon and the remaining countries are still in endemic situation

So as the measles elimination target has not yet been achieved in most of the EMR, we need to continued work to help achieve measles elimination goals soonest possible. Improved implementation of measles elimination strategies by countries and their partners is needed, with focus on increasing routine vaccination coverage strengthening measles case-based laboratory surveillance and timely implementation of high-quality campaigns.

Work to be performed

Output 1:

Collaborate with the regional measles and rubella team to revise and update the regional measles and rubella multi-year strategic plan document through:

    • Update all the Epidemiological (surveillance and lab) data
    • Provide technical expertise to the team to develop the new regional vision, goals, and objectives
    • Address with the team the challenges associated with the development of the new countries’ specific situations regarding Measles and rubella status and the categorisation for elimination.
    • Formulate a framework with the team for the development of the regional multi-year strategies within the context of COVID19 and countries categorization with clear milestones
    • Update the document in accordance and alignment with the global measles and rubella strategic framework (GMSF)

Deliverable 1.1:

  • Final document for Regional measles and rubella strategic plan with budget

Output 2:

  • Collaborate with the regional measles and rubella team to revise and update the regional measles and rubella surveillance guidance document through:
    • Update all the Epidemiological (surveillance and lab) data
    • Use the above countries elimination categorization to update the guidelines (epidemiological and laboratory) to address the needs in each elimination category.
    • Update the document in accordance and alliance with the WHO/HQ measles and rubella surveillance guidelines for measles, rubella, and CRS.

Deliverable 2.1:

  • Final document for Regional measles and rubella surveillance guidelines

Required Qualifications

Education:

Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in public health.

Desirable: Training in immunization preferred.

Experience****:

At least 5 years progressive experience at national/international level in public health including immunization programme management and planning, developing strategic and technical documents

Skills/ Technical knowledge

  • Aware of regional context and profile
  • Immunization expert,
  • Expert in measles and rubella elimination strategies
  • Awareness with global guidelines, standards and commitments in the relevant areas, IA2030, GAVI 5.0
  • Excellent analytical skill.
  • Excellent writing and communication skill in English.

Language

Excellent knowledge of English

Location:

The consultant will be working remotely during the assignment except 10 days at the beginning and 10 days at the end of the assignment he/she will be in the EMRO, Cairo for briefing and start discussion and consensuses and debriefing.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
