Duties and Responsibilities The UN Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to bring transformative change in the UN’s work on inclusion of persons with disabilities. The Strategy consists of a policy and an accountability framework and covers all the pillars of the UN’s work—human rights, development, and peace and security. The Strategy covers both UN entities and UN country teams (UNCTs) and is applicable across programmes and operations.

The Strategy’s accountability framework includes two aligned components: a) an entity accountability framework, with 15 common-system indicators, focused on four areas: leadership, strategic planning and management; inclusiveness; programming; and organizational culture; and, b) a UNCT accountability scorecard on disability inclusion. The entity accountability framework and the UNCT accountability scorecard form the basis for implementation and reporting on the Strategy at the entity and UNCT levels respectively. The last system-wide report on the Strategy was submitted by the Secretary-General to the UN General Assembly (UNGA) during its 76th session in 2021. The next system-wide report on progress towards implementation of the Strategy will be submitted by the Secretary-General to the UNGA during its 77th session in 2022. 131 UNCTs have individually reported on their implementation of the Strategy for the 2021 programme year, and entities will individually report by the middle of April 2022. Reports will also include a specific section on disability-inclusive actions undertaken and planned related to the COVID-19 response and recovery.

Working with the Disability Inclusion Team in the Executive Office of the Secretary-General (EOSG), the purpose of the consultancy is to support the development of the third system-wide report, following a consolidation and analysis of the reporting provided by entities and UNCTs on their implementation of the Strategy, in the context of COVID-19 recovery efforts and the Decade of action for the delivery of the SDGs.

The consultant will be responsible for supporting the development of an 8,500 word report on system-wide implementation of the United Nations Disability Inclusion Strategy, including:

1. Reviewing information received from all entity and UNCTs through their individual reports 2. Analyzing data from the individual reports and identifying broad system-wide trends and patterns across the UNDIS accountability framework 3. Drafting of the system-wide UNDIS report 4. Producing summary materials to present the overall findings of the report

Qualifications/special skills Academic Qualifications:

Advanced university degree in Social Sciences, Economics, Development, or any other related field.

Experience:

- A minimum of ten progressive years of experience working on disability inclusion, preferably with the UN. - Good knowledge of the CRPD and human rights-based approach. - Experience in analyzing data and identifying trends and specificities, particularly in relation to disability inclusion. - Experience working with the UN system, and familiarity with its structure. - Experience in developing reports, particularly for the UN system, and reporting on results. - Solid English written and oral communication skills. - Good knowledge of Microsoft Excel and Microsoft Word.

Language:

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
