Consultant (Trainer for Safer Cities Course)

Result of Service The Consultant (Trainer for Safer Cities Course) will be responsible for the elaboration of the technical content necessary for course conduction for the "Safer Cities Course", which will be recorded and uploaded in a pre-stablished platform (asynchronous virtual workshops) and elaborated based on national and international good practices, the 2030 Agenda, the New Urban Agenda, and UN-Habitat mandate, taking into account the specificities of Pernambuco and local demands.

The training program "Safer Cities Course" is part of the Crime and Violence Prevention Program in Pernambuco, a project in which UN-Habitat seeks to produce qualified information to support the formulation and adaptation of public policies by the Government of the State of Pernambuco and decision-making in the field of social prevention based on evidence. It aims to provide theoretical and practical knowledge on effective concepts, methodologies, and strategies in the mentioned areas.

For this product, UN-Habitat has the mission to develop a capacity-building program for public administrators and general public, consisting of instructional videos that will address various topics related to global development agendas, crime and violence prevention, with a special focus on the role of public spaces and the perspective of young people and women on urban security in a participatory manner.

The goals of this course are: (i) to raise the participants awareness of both theoretical and practical knowledge on effective strategies for crime and violence prevention, while understanding the relationship between urban form and dynamics and violence; (ii) introduce global development agendas and opportunities for their localization; (iii) address the importance of urban planning, proper management of public spaces, and safe urban design in crime and violence prevention, promoting safer and more inclusive urban environments.; (iv) share best practices based on the approached themes, including the methodologies implemented by UN-Habitat in Pernambuco, such as Public Space Design and Women's Safety Audit, highlighting their contributions to crime and violence prevention; and (v) support the formulation and adaptation of public policies, promoting evidence-based decision-making and contributing to social prevention.

The training will be divided into four thematic modules to facilitate understanding and absorption of the content and will have a total duration of 20 hours, including recorded videos, activities and readings. In addition, supplementary instructional materials, such as informative brochures, will be provided to deepen learning and promote reflection on the topics covered.

The Consultant must, among other essential activities: (i) prepare the didactic material to support the learning process of the participants (ii) conduct the course in the platform designated for the purpose of the module training; (iii) prepare evaluation activities for each module of the course; (iv) prepare questions for student's interaction and debate in the course forum; and (v) conduct in-person capacity building activities, if necessary and requested by UN-Habitat team.

The Consultant will work in close collaboration with the technical team of UN-Habitat office in Pernambuco and local stakeholders.

Expected duration The consultancy has an expected duration of two (2) months. The Safer Cities Course will have a duration of twenty (20) hours.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the United Nations Development Programme (UNDP) and the State Government of Pernambuco to improve institutional and technical capacities of state and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is implementing the Project “Crime and Violence Prevention in Pernambuco”. The project implements innovative methodologies and pilot actions aiming to strengthen social prevention of crime and violence by emphasizing the promotion of cross-sectoral actions, improve the quality of urban spaces and promote integration of the most vulnerable population into these spaces.

In order to meet with greater demand to implement the abovementioned project, we are looking for a Consultant (Trainer for Safer Cities Course).

Report to UN-Habitat Manager

The Consultant (Trainer for Safer Cities Course) will report to the National Officer for Brazil, who will evaluate him/her.

Outputs/Work Assignment

The Consultant (Trainer for Safer Cities Course) will be expected to include the following contents in the course (to be defined):

i. Global Development Agendas. ii. Localization of the Sustainable Development Goals. iii. Right to the city. iv. Public spaces. v. Social urbanism. vi. Urban safety. vii. Urban design for safer cities. viii. Participatory processes. ix. Integration of vulnerable populations in the city. x. Intersectionality (gender, race, ethnicity, sexual orientation, etc.). xi. Organized civil society and advocacy. xii. Urban management and financing. xiii. Experiences, actions and tools for a sustainable and inclusive urban future.

The Consultant will be responsible for the following tasks:

i. Support the definition of the course syllabus including the methodologies that will be used for the conduction of the course. ii. Prepare the didactic material to support the learning process of the participants, following the structure and format of the course modules. iii. Prepare activities aimed at the verification of learning (evaluation activity) for each module. iv. Prepare questions for students' interaction and debate in the course forum. v. Define any additional didactic material needed, such as reference publications, audiovisual products, or any other complementary resource. vi. Conduct the course in the platform designated for the purpose of the module training. vii. Conduct short in-person training sessions with government institutions related to the course themes, if necessary and requested by UN-Habitat team. viii. Participate in meetings with the UN-Habitat team and other partners.

The Consultant must participate in meetings with UN-Habitat's local team and other partners which are essential for the development of the course. The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference and all stages of the course design process, from its conception to the validation and approval of the materials in their final version, will be coordinated by UN-Habitat.

The Consultant will deliver the following products:

Product 1: Preliminary PPT presentations Description: PPT presentations for thematic module containing key information and theme related content relevant to the course. Expected delivery date: Fifteen (15) days after contract signature.

Product 2: Final report of the course and delivery of technical materials Description: Document systematizing and containing all the materials produced during the course, including presentations in PDF and PPT formats, results, and final considerations. Expected delivery date: Sixty (60) days after contract signature.

Duration and timeframe

The consultancy has an expected duration of two (2) months. The Safer Cities Course will have a duration of twenty (20) hours.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Consultant will:

• Support the definition of the course syllabus including the methodologies that will be used for the conduction of course.
• Prepare all materials necessary for the conduction of the course/workshop, including script, PPT presentations, and handouts.
• Hold bilateral meetings with UN-Habitat support team.
• Conduct the course in the platform designed for the purpose of the module training.
• Provide brief face-to-face training sessions to government institutions dealing with course-related topics upon request from the UN-Habitat team, as needed.
• Conduct dialogues with other partners and experts, if requested and when necessary.
• Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project partners.

The activities will be carried out under the technical supervision of UN-Habitat and will take place in Recife.

The Consultant (Trainer for Safer Cities Course) will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skills Academic Qualifications:

¿ Bachelor’s Degree in Urban Planning, Architecture, Sociology, Geography, Public Administration, Public Policies or related fields is required; ¿ Postgraduate Degree (Lato Sensu or Stricto Sensu) in Urban Planning, Architecture, Sociology, Public Policies, Geography, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of five (5) years of experience or research on the theme is required; ¿ Experience in capacity building, teaching and/or professional training is desired; ¿ Experience of work with the public sector in Pernambuco is an asset; ¿ Previous experience within the UN System would be considered an added advantage.

Skills:

¿ Excellent speaking, writing and proof-reading skills in Portuguese is required; ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required; ¿ Good presentation skills; ¿ Ability to communicate in a clear language.

Knowledge Management

¿ The Consultant must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The Consultant will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The Consultant must know the office filing system, work with it, and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The Consultant will prepare databases related to the project running. ¿ The Consultant will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The Consultant will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Languages ¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Additional Information Remuneration

SB-4/2 (UNDP Brazil Salary Scale)

The Consultant will receive a total amount of BRL 19.414,16 according to the following schedule:

¿ Payment 1 (50%): Upon delivery and approval of Product 1 (BRL 9707,08) ¿ Payment 2 (50%): Upon delivery and approval of Product 2 (BRL 9707,08)

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.

Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
