You have:

- At least 7 years of relevant experience researching or working on human rights or disaster risk reduction is required.

- Experience working on the rights of persons with disabilities and with organisations of persons with disabilities desired.
- Fluency in English is required.
Result of Service The consultant will develop a scoping report on the risk dimensions of article 11 of the CRPD. The report will summarise the findings of the desk review of existing literature, as well as the review of reporting from state parties, relevant shadow reports and the conclusions and recommendations issued by the committee. The report will analyse the findings and make recommendations on how the rights of persons with disabilities can be better promoted through disaster risk reduction, as well as identify opportunities to strengthen the legal foundation of disaster risk reduction through the CRPD.

Expected duration The contract duration will be from 17 March – 30 June 2022 for an expected 35 days work within this time-period.
Duties and Responsibilities A. Background One of the guiding principles of the Sendai Framework for Disaster Risk Reduction 2015-2030 is to protect people and their assets while promoting and protecting all human rights, including the right to development. At the same time, the way that international human rights conventions are implemented influences people’s disaster risk. Violations of human rights result in increased disaster risk, whereas effective disaster risk reduction promotes human dignity, and can support and uphold human rights.
The Asia-Pacific Regional Office of the UN Office for Disaster Risk Reduction (UNDRR) seeks to strengthen the legal foundation of disaster risk reduction by examining the connection between international human rights law and disaster risk reduction.
The Convention on the Rights of Persons with Disabilities (CRPD) has been ratified by 181 states and the European Union, and the implementation of CRPD is monitored by the Committee on the Rights of Persons with Disabilities (the Committee). Parties to the Convention are required to promote, protect and ensure the full enjoyment of human rights by persons with disability and ensure that persons with disabilities enjoy full equality under the law.
Article 11 of CRPD specifies that in situations of risk and humanitarian emergencies ‘States Parties shall take, in accordance with their obligations under international law, including international humanitarian law and international human rights law, all necessary measures to ensure the protection and safety of persons with disabilities in situations of risk, including situations of armed conflict, humanitarian emergencies and the occurrence of natural disasters.’
Through this consultancy UNDRR seeks to engage a human rights law expert to undertake a scoping study on article 11 of CRPD, mining the work of the Committee to highlight dimensions of risk, and reviewing reporting on article 11 by State parties to analyse the ways in which the rights of persons with disabilities in disaster risk reduction are being upheld in international law.
B. Duty and Responsibility The consultant will be responsible for undertaking a scoping study on article 11, with a focus on the dimensions of disaster risk. This will necessitate a desk review of literature on disaster risk reduction and CRPD, a review of the reporting from state parties related to article 11, and an analysis of the conclusions and recommendations issued by the Committee, as well as any relevant shadow reports. The report will identify opportunities to further strengthen the legal foundation of disaster risk reduction through the CRPD and make recommendations on the ways in which the rights of persons with disabilities in disaster risk reduction should be promoted.
The report will be published by UNDRR. The draft report will be reviewed by UNDRR and the consultant must be open to making necessary adjustments emerging from the review. The United Nations will retain copyright and, as per UN regulations, UNDRR does not give individual author citations. Authors, designers and editors may be given an acknowledgement on the inside front cover at the discretion of the publication coordinator.
Qualifications/special skills Academic Qualifications: Advanced university degree in law, human rights, international human rights law, disability studies, disaster risk reduction or another relevant field is required.
