Contract

Background

UN Women grounded in the vision of equality and enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls; to empower women; and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In East and Southern Africa Region, UN Women maintains presence in 13 countries with programme presence in Somalia and Zambia.

As the world battles one of the largest health emergencies resulting from COVID 19 that has affected almost 18 million and killed over 700,000 people, effective and consistent engagement of women and girls at all levels remains a challenge. This is despite the fact that the crisis is already affecting women and girls disproportionately due to pre-existing inequalities. Gendered implications are already being seen, and whilst early evidence suggests that fatality rates are higher amongst men than women, the socio-economic impact on most at-risk women are already being recorded, from exacerbating violence against women, sexual abuse against girls especially in displaced and overcrowded settings to decreasing women’s livelihoods and resilience strategies. Before COVID-19, the East and South African Region was already vulnerable to drought, floods, conflict and displacement affecting millions of people including women and children. This situation is being exacerbated by the impact of COVID-19.

As the disaster situation continues to change and evolve globally, so does the need for better understanding of the differentiated impacts on women, men, girls and boys. UN Women is well placed to play a significant role in providing guidance, knowledge and continuous capacity development for its staff and stakeholders to ensure effective and consistent integration of gender in humanitarian and resilience building interventions.

As part of its strategy, UN Women in ESAR continues to develop the capacities of its staff, government, UN and other humanitarian stakeholders on gender in humanitarian action to strengthen the integration of gender perspectives into response, recovery and resilience building measures. Several trainings have been done including a Training of Trainers (TOT) on Gender in Humanitarian Action as well as Humanitarian Country Team Forum to strengthen the integration of gender in this sector.

The need for gender in humanitarian action continues to increase as evidenced during Cyclone IDAI and Kenneth last year as well as the current COVID-19 response. To build upon some of the capacity development initiatives as well as address some of the capacity gaps on GIHA, UN Women seeks to establish a Gender in Humanitarian Action Rapid Response Team (GIHA RRT) to champion UN Women’s programming in humanitarian action as well as position UN Women in coordinating gender mainstreaming in humanitarian interventions. For the team to be effective they require further specialised training, knowledge and skills on GIHA. To support this capacity development process, UN Women ESARO seeks the services of a consultant to plan and hold a series of online trainings for the team.
