Launched in September 2021, the Global Gateway is a Team Europe (EU + Member States + financial institutions) intended to be the EU’s strategy for connecting the world with investments in quality infrastructure to support the global green and digital transitions and support the Build Back Better World initiative launched by the G7 in June 2021 and aligned with the 2030 Agenda and the Paris Agreement.

It aims to mobilise up €300 billion of investments between 2021 and 2027 with half the investment package focused on Africa. Investment priorities are climate and energy, health, digital, education & research and transport. Several UNICEF programmes and initiatives lend themselves well to the objectives of the Global Gateway and could achieve scale and impact by partnering through increased investment under this framework. The main priority areas aligned to the Global Gateway for UNICEF are supporting climate resilient social infrastructure and clean energy; digital education and connectivity; promoting local vaccine and basic medicine production and strengthening local supply chains under health; as well as developing financing solutions for the SDGs.

How can you make a difference?

Manage relations and communications with relevant European commission DGs, HQ divisions, Country Offices and Sister UN agencies

  • Review the joint UN Brussels Team Considerations on the EU Global Gateway Initiative paper, and in collaboration with the UNICEF Regional Offices, identify UNICEF country offices that are already implementing the initiatives mentioned in the paper and follow-up on new emerging engagement opportunities with relevant UNICEF offices/colleagues at HQ, Regional or Country level.
  • Identify relevant focal points within the EC Institutions (DGs, IFIs) to whom the UNICEF initiatives in question would be of interest and retain a data base to be uploaded in UNICEF’s data base –UNISON (Sales Force)
  • Identify country offices that are implementing projects/initiatives mentioned in the UN common paper and work remotely with those offices and relevant HQ based colleagues to develop flagships that could be presented to the EC in support of the Global Gateway .
  • Support meeting arrangements;
  • Assist at, and minute meetings. Facilitate the timely follow-up of agreed actions;
  • Work with relevant colleagues in HQ (including Brussels) or Field locations to draft concept notes or presentations related to the various initiatives to support meetings at Brussels, or field level.

  • Build UNICEF field level understanding of Team Europe Approach and Global Gateway to strengthen country level engagement.

  • Develop a presentations and training deck to present in a virtual format to Regional and Country office colleagues outlining the Team Europe Approach, Global Gateway and highlighting specific initiatives which could lend themselves well to this framework;
  • Assist in the delivery of targeted webinars and support follow-up support to country offices.

Knowledge Management

  • Document examples of UNICEF programmes (or UN joint Programmes UNICEF is partner to) that fall under the umbrella of the Global Gateway and have benefited from Team Europe financing;
  • Document lessons learned to inform future and continued engagement;
  • Monitor total funding mobilized as a result of UNICEF’s engagement with the Global Gateway.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in economics, political science, or a related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of relevant professional experience
  • Knowledge of EU institutions, EC external action and Team Europe approach required
  • Experience in working with the UNICEF and/or UN is desirable
  • Ability to work independently and within a set time frame
  • Good organizational and planning skills
  • Strong drafting skills
  • Proven experience delivering on-line training an asset
  • Fluency in written and oral English; Knowledge of a second language such as French would be an asset.
  • Computer literacy (Office 365, Outlook, Word, Excel, Power Point)

    Fees: Applicants are requested to indicate a daily fee in US Dollars.

    Reporting: The consultant will report to the Deputy Director of the UNICEF Office for Relations with the EU institutions in Brussels.

    Duty station: Working in the same time zone as Brussels (CEST/CET) is mandatory. Partial telework will be possible but regular work from the office will be required so commuting distance should be reasonable. The consultant will be expected to telework but be available to come to the office, or attend meetings in Brussels when required.

    Travel: punctual missions in Europe (duty travel) may be required; these will be covered by UNICEF directly (based on costs with Brussels as departure) and should not be included in the estimated fee.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
