Result of Service

The consultant is expected to produce a background paper about 20 pages, based on research and analyses on the best ways to address the legal, policy and contextual issues relating to the right of freedom of opinion and expression.

Duties and Responsibilities

With a view to supporting the Special Rapporteur with the research, drafting and dissemination of her thematic work, consultants will be recruited to carry out research on various issues related to freedom of opinion and expression, including but not limited to, media freedom and the safety of journalists; gender justice and freedom of expression; freedom of expression in the context of elections; freedom of expression for journalists; artists and academics, including those in exile; a human rights response to harmful expressions such as hate speech, incitement, disinformation; freedom of expression online and artificial intelligence; freedom of expression, sustainable development and climate change; freedom of opinion under international human rights law; among so many others.

The Consultant will be requested to provide research and produce background papers (about 20 pages) which could serve as a basis for the thematic work of the Special Rapporteur. The research and background papers will be focused on the international human rights law framework. Consultants will also assist in the elaboration of conclusions and recommendations on the best ways to promote and protect the right to freedom of opinion and expression worldwide.

Qualifications/special skills

University degree in public international law or human rights.

Contract may be extended if needs arises and availability of funds.

At least 5 years of research/work experience in the field of human rights. Past experience and good understanding of issues related to freedom of opinion and expression is essential. Excellent writing skills in English are required.

Languages

Fluency in English is required.
