1. OBJECTIVE OF THE OFFICE/DEPARTMENT

The objective of the Department of Health Systems and Services is to promote, coordinate, and implement the Organization's technical cooperation in health systems and services development, with the aim of achieving Universal Access to Health and Universal Health Coverage (Universal Health), based on the Primary Health Care approach. The department focuses on the following objectives:

• Promoting evidence-based policies, strategies, and plans: The department works towards transforming national health systems by advocating for evidence-based policies, strategies, and plans. This helps improve equity and resilience within health systems as they progress towards achieving Universal Health.

• Strengthening governance and stewardship: The department aims to enhance the governance and stewardship of health systems. This includes improving decision-making processes, accountability, and oversight to ensure effective management and coordination of health services.

• The department supports the establishment of integrated networks of health services, with a focus on strengthening primary healthcare as the first point of contact for individuals. This approach aims to ensure that essential healthcare services are accessible, comprehensive, and of high quality.

• Strengthening national capacity in organizing people-centered health services: The department works towards enhancing national capacity in organizing people-centered health services. This involves adopting a life course approach that considers the diverse needs and challenges faced by individuals throughout their lifespan. The department also emphasizes the importance of ensuring quality of care and patient safety in all healthcare settings. Dr Chantal KAMBIRE /OIC WHO Guinea-Bissau • Effective deployment and management of human resources: The department focuses on the effective deployment and management of human resources in health systems. This includes optimizing workforce planning, training, and retention strategies to ensure a skilled and motivated healthcare workforce. By pursuing these objectives, the Department of Health Information Systems and Services contributes to the overall goal of achieving Universal Access to Health and Universal Health Coverage, ultimately improving the health and well-being of populations. 2. DESCRIPTION OF DUTIES The expert will work under the supervision of the WHO technical team, in close collaboration with the Ministry of Health focal point responsible for the project in Guinea-Bissau. In this capacity, he/she will be responsible for the following assigned duties: • In consultation with the Ministry of Health team, identify the country's priority needs in terms of telemedicine services and determine the beneficiary locations, including central and remote areas. • Assess and identify existing telemedicine equipment in good working order that can be utilized for the project. • Define the necessary environment, including installations, electricity, water protection, air conditioning, furniture, and connectivity, required for the proper functioning of the telemedicine equipment. • Identify any additional equipment that needs to be purchased and define the technical specifications adapted to the country's environment. • Propose a technical team with the required skills to operate the telemedicine network. • Conduct a financial assessment of all equipment to be purchased and the sites to be developed. • Confirm the availability of funds with the donor. • Prepare a consultation file for pre-selected service providers in accordance with the public procurement procedures in force in the country or any derogations granted for external financing. • Monitor the construction or updating of selected sites to ensure they meet the required standards. • Participate in the acceptance process of administrative equipment for the telemedicine services. • Develop test sets for the technical acceptance of the telemedicine equipment. • Contribute to the administrative and medical organization of the telemedicine services, including establishing protocols and workflows. • Provide training to medical teams on the proper use of telemedicine tools and technologies. • Contribute to the development of the project's operating budget, including cost estimation and budget planning.

The expert is expected to perform these duties efficiently and effectively, ensuring the successful implementation of the telemedicine project and the provision of quality healthcare services to the target populations. 2.1. Requirements The selected specialist must be available throughout the contract period, on site, to intervene at the request of the Ministry of Health. The WHO office in Guinea-Bissau, being the contracting authority, reserves the right to terminate the contract in case of non-compliance, in accordance with the procedures in force in the organization. The following criteria will be used to select the expert: 3. REQUIRED QUALIFICATIONS 3.1. Education: Essential: A university degree in medicine with a specialty in one of the following area of health: Cardiology, Internal medicine, Obstetrician, Gynecology or Pediatrician. Desirable: A university degree in medicine and master’s degrees in service delivery is desirable. If your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. WHO, only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU) / United Nations Educational, Scientific and Cultural Organization (UNESCO). 4. EXPERIENCE Essential • At least 7 years of experience as a leader in Telemedicine Services in Portuguesespeaking countries. • At least 7 years of experience in setting up and managing a Telemedicine Program. • Experience in the training of health staff in Telemedicine and Digital Health; Desirable • At least 7 years of experience in the direction of the National Program on Cardiology, Internal medicine, Obstetrics, Gynecology or Pediatrics using Telemedicine. • Proven work experience in the management of international projects. • Work experience in the clinical direction of hospitals in Portuguese-speaking countries. • A work experiences with a WHO or UN Agency’s will be an advantage. 5. TECHNICAL EXPERTISE • Expert knowledge in the organization, management and delivery of health care services, including integrated models of health care, integration of disease-specific programs into health systems, people centered care, life course approach, gender and culturally sensitive services, and the development of programs to facilitate the empowerment of people and the community. • In-depth knowledge of health systems and services operations research. • Expertise in formulating project proposals for external financing. • Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions and evaluations with emphasis on health care services. • Managerial skills for the development, implementation, and analysis of technical cooperation programs and activities, including budget programming and control. • Expertise in strategic thinking, political and stakeholder analysis, community participation, communication, negotiation methods and leadership development. • Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization. 6. SKILLS: 6.1. Demonstrates accountability for work of team and sets an example, while explicitly articulating lessons learnt for own and team’s benefit. 7. LANGUAGES • Excellent knowledge of Portuguese. Working knowledge of French or English. 7.1. IT Skills: Demonstrated ability to effectively use current technology and software, spreadsheets, and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. 8. DELIVERY OF CONSULTING RESULTS At the end of the consultation, the following results are expected: • Telemedicine equipment purchased • Installed 02 telemedicine sites in the country (1 National Hospital, 01 Peripheral Regional Hospital). • An interconsultation agreement with a country outside Bissau signed. • Wall standards with operationalization facilities of telemedicine equipment. • Reference documents and implementation plans of the TLM project drawn up • Organization chart on the technical on telemedicine • Delivery of the technical report of the functionality of the sites. • 10 trained health technicians as trainers in telemedicine. • 01 Secretary and 01 engineer trained in equipment maintenance and scheduling of specialty medical appointments. • Provide an information system for specialty consultations. The consultant will be subject to WHO administrative procedures for the recruitment and use of consultants in terms of fees for this category.
