Result of Service - Measuring progress toward the achievement of SDG Target 12.7 (“Promote public procurement practices that are sustainable, in accordance with national policies and priorities”) in an effort to accelerate the world’s transition to more sustainable consumption and production practices.

  • Assess progress of participating countries in sustainable ICT procurement in comparison with the results of the 2020 data collection exercise.

    Duties and Responsibilities A consultant is required from 15 March to 15 May, 2023 to analyze data and assist UNEP in drafting a report on the main findings and conclusions of the 2022 data drive on Sustainable Development Goal (SDG) Indicator 12.7.1, which measures the “Number of countries implementing sustainable public procurement policies and action plans.” A special focus will be put on the analysis of ICT related data in line with our contribution to the CFIT project.

Background information on SDG Indicator 12.7.1 and data collection

The United Nations Environment Programme (UNEP), as custodian to SDG Indicator 12.7.1, tracks progress on sustainable public procurement (SPP) implementation among national governments worldwide according to a methodology that was developed in 2019. Data on SPP implementation is collected on a biennial basis via an excel-based questionnaire. This questionnaire is completed by officially-designated focal points within national governments and is submitted to UNEP, along with supporting evidence, for review. Aggregate data for this Indicator is published on the Statistical Division of the United Nations (UNSTAT) SDG Global Database and a report is produced reflecting the main findings and conclusions.

The first data collection exercise on SDG indicator 12.7.1 was launched in October 2020. Completed questionnaires were received from with 40 national governments (out of 55 that had designated focal points). The second data collection exercise was laun in August of this year.

The second data collection exercise on SDG indicator 12.7.1 was launched in September 2022. The excel questionnaire was shared with 101 national governments that had designated focal points for this exercise. 67 national governments completed the questionnaire.

Background information on the Circular and Fair ICT Pact

The Circular & Fair ICT Pact is a Netherlands-led action under the Sustainable Public Procurement Programme of the UN One Planet Network. The Circular & Fair ICT Pact lays the foundation for international procurer collaboration. It brings together public and private ICT procurers and governments in a collective movement. The Pact consolidates and harmonizes collective buyers’ voice and creates a strong basis for taking common action in dialogue with the market, non-profit organizations such as circular service providers and relevant NGOs.

Participants in the Pact a. work together towards having circular and fair ICT widely available on the market by 2030; b. push towards lowering carbon emissions of ICT products by buying circular, prolonging lifetime and stimulating innovation, aiming for a carbon emission reduction of one-third to one-half when measured over an eight year period; c. push towards transparent and fair value chains in terms of social justice, human rights and labor rights; d. work towards a growing collective procurement volume with a starting aim of 3 million laptop and smartphones users by 2023. The Steering Committee can set further volume ambitions under the Pact.

The ambitions are achieved in dialogue between procurement, the ICT industry and value chain, non-profit organizations, NGOs and policymakers.

Work plan

Objectives, output expectations and performance indicators

The consultant will assist in the analysis and drafting of a report on the main findings and conclusions of the 2022 data collection exercise on SDG Indicator 12.7.1. with a particular focus on the ICT sector.

Indicators for delivery:

  • Timely and quality-driven contributions to 2022 data collection and analysis on SDG Indicator 12.7.1.

Specific Tasks and Responsibilities

a. Compile and analyze aggregate data

- Analyze global and regional data for each sub-indicator and question across data reporting years (2022 versus 2020). Perform an ICT sector analysis. - Determine the current state of SPP implementation at the global and regional levels, identifying trends, data gaps, and areas for improvement.

b. Develop figures and scorecards based on aggregate data

- Develop figures showcasing the findings for each sub-indicator and question, as well as general statistics on data collection (ie. regional distribution of participating national governments, types of reporting entities, gender distribution of focal points, progress on ICT, etc.) - Develop national government scorecards (include 2020 data if available) highlighting areas of good performance, need for improvement, and/or missing data.

c. Methodological improvements

- Develop a section on the supporting evidence that was deemed acceptable to receive full credit per question with examples of what was commonly submitted as evidence but considered not acceptable or not sufficient. - Recommend methodological improvements in relation to the content of the questionnaire, scoring methods, etc.

d. Develop PowerPoint presentations

- On the main findings and conclusions of the 2022 data collection exercise. - For each reporting country, based on their scorecard. - For ICT results

e. Communication and outreach of CFIT, with support provided to the Dutch government

Qualifications/special skills Masters degree in social sciences, public administration, sustainable development, environmental studies and related areas A minimum of 5 years’ experience in the implementation or support to the implementation of SPP policies and action plans in developed or developing countries. A sound understanding and knowledge of sustainable consumption and production (SCP) and the Sustainable Development Goals (SDGs) will also be an asset.

Languages All outputs shall be drafted in English. Excellent proven written and spoken communication skills in English are therefore required, knowledge of French and Spanish is an asset.

- Strong writing skills are needed for the assignment. - Familiarity with excel and other data analysis tools is also required.
