Result of Service The overall purposes of the Islamabad workshop will be to strengthen Pakistan’s ability to implement the Sendai Framework for Disaster Risk Reduction in a way that promotes and supports gender equality and to provide feedback for further development of the UNDRR Gender and Disaster Risk Reduction Training Modules. It will do this by:

  • Increasing the understanding of gender-responsive disaster risk reduction among key government stakeholders
  • Building the capacity of the main government stakeholders to implement the Sendai Framework in a gender-responsive manner
  • Supporting participants to review and update relevant DRR strategies and plans in line with human rights, gender equality and inclusion principles.
  • Obtaining feedback from participants on the UNDRR Gender and Disaster Risk Reduction Training Modules.

The overall purpose of the Bangkok training will be to provide Training of Trainer to UNDRR Gender Focal Points, so that they are able to provide the training in the regions and adapt the training modules for their different contexts, and also to obtain their feedback to further refine the UNDRR Gender and Disaster Risk Reduction Training Modules.

Duties and Responsibilities Background

The Sendai Framework for Disaster Risk Reduction is the global blueprint for disaster risk reduction (DRR). The Sendai Framework reinforces the shift from managing disasters to managing risk and establishes resilience-building as a shared vision of the 2030 Agenda. The Sendai Framework recognizes the importance of integrating a gender perspective into all DRR policies and practices, and the need to empower women to publicly lead and promote gender equitable and universally accessible response, recovery, rehabilitation, and reconstruction.

The Asia-Pacific Action Plan 2021-2024 for Implementation of the Sendai Framework for Disaster Risk Reduction outlines a clear commitment to implementing priorities in a gender responsive manner. Yet review of the previous regional action plans clearly show this is an area with significant limitations. While the Sendai Framework focal institutions in the Asia Pacific region have expressed their commitment to gender responsive DRR implementation, they are challenged by the lack of know-how and guidance.

Accordingly, in 2022 the United Nation Office for Disaster Risk Reduction (UNDRR) commissioned the development of a set of training modules, the UNDRR Gender and Disaster Risk Reduction Training Modules. The training modules aim to provide government officials with the tools and knowledge they need to ensure their disaster risk reduction strategies, plans and programmes are inclusive, gender-responsive, and reduce disaster risk for all.

As part of refining the training modules, UNDRR undertook an internal training pilot. A pilot of the training had also been planned for Pakistan in 2022 but was deferred due to the extensive flooding disaster in Pakistan. This consultancy is to support the training (a) in Islamabad, Pakistan, now rescheduled for 14-16 February 2023, with local partner the Women and Child Cell in the National Disaster Management Authority, Office of the Prime Minister and in (b) in Bangkok, Thailand, UNDRR Training of Trainer for Gender Focal Points.

The target audience for the Pakistan training will be government officials from national and provincial authorities. It is expected that participants will come from the National Disaster Management Agency (NDMA) Women’s Ministry, Planning Ministry, Finance Ministry and other key government departments in line with the multi-sector approach outlined in the Sendai Framework.

B. Duty and Responsibility Pakistan workshop For the Islamabad workshop, the consultant will work in collaboration with the training leader, the UNDRR Gender Advisor (Consultant), under the supervision of the Deputy Head of the UNDRR Regional Office for Asia and the Pacific, and in close collaboration with the Women and Child Cell in the National Disaster Management Authority, Office of the Prime Minister.

The consultant will work as a team with the Gender Advisor, and in consultation with the Sendai Framework Gender Stakeholder Group (GSHG) that supported initial development of the training modules, to adapt the UNDRR Gender and Disaster Risk Reduction Training Modules to the Pakistan context in advance of the training in Islamabad from 14-16 February 2023.

The consultant will then work with the Gender Advisor in Islamabad for four days from 13-16 February, including a day of preparation, two days co-facilitation and one day of review and feedback. The consultant will then prepare a brief report of the workshop, (approximately 8 pages), including lessons learned from the training pilot.

UNDRR Training of Trainer For the Bangkok workshop, the consultant will work with the UNDRR Gender Advisor (Consultant) to conduct the Training of Trainer for UNDRR Gender Focal Points in Bangkok for four days from 20-23 March including one day of preparation, two days’ co-facilitation and one day of review and feedback.

Revision of Training Modules The consultant will then further revise the UNDRR Gender and Disaster Risk Reduction Training Modules, as needed, based on feedback from the pilot training, and in collaboration with the Gender Advisor and the GSHG training group.

Qualifications/special skills Academic Qualifications: Advanced university degree in Social Sciences, Gender Studies, Engineering, Business or any other relevant field is required. A first-level university degree in combination with two (2) additional years of relevant experience may be accepted in lieu of an advance university degree. At least 10 years of relevant experience related to disaster risk reduction, women’s leadership and gender equality, is required. Experience in developing and delivering training related to women’s leadership or gender and DRR/resilience is required Experience with the UN and in the Asia-Pacific region is desirable.

Languages Fluency in English and excellent written communication skills is required.
