Conduct situation analysis on quality and patient safety in Jordan.
You have:

- Purpose of consultancy
The purpose of this consultancy is to conduct a situation analysis on the Quality and Patient Safety profile in Jordan.
- Background
Jordan is committed to the achievement of Universal Health Coverage (UHC) in the context of the Sustainable Development Goals (SDGs). The country’s overarching development vision “Jordan 2025” highlights the improvement of public services, specifically the quality of health services and equity of their distribution, as a priority. As a consequence, the Ministry of Health Strategic Plan (MSP) for 2023-2025 identified the promotion of primary health care services and improvement in the quality and equity of services provided across all levels, as strategic goals under the MSP.
Key issues around this objective as identified by the MSP are high expectations of service recipients, discrepancies in the quality of services provided across regions, and support to human resources and health centers.
As per the MOH Strategic Plan, the Ministry has adopted a number of initiatives to provide and improve primary health care services, including by providing family doctors in health centers; building staff capacities through various training programs (continuous professional development, training programs and residency programs); restructuring of health centers and reinforcing larger and centrally located centers, including by merging some centers; promoting community engagement through health committees; and continuing the enforcement of accreditation and quality enhancement standards.
Furthermore, the MOH Directorate of Institutional Development and Quality Control has institutionalised a system for routine monitoring of currently 30 Key Performance Indicators in MOH hospitals and is working to further expanding the approach to primary care facilities. Also, MoH has initiated work on a situation analysis to pave the way for a National Quality and Patient Safety Policy in 2017.
The consultant will support, and work through, this Directorate in updating the situation analysis defining a strategic framework for existing and planned efforts to develop a national policy on quality and patient safety.
- Work to be performed
Situation analysis on quality and equity of health services in Jordan
Output 1.1: Analyse and consolidate previous analyses on the ‘quality landscape’ in Jordan’s health sector, including its relevant institutional actors and frameworks, through a desk review of existing situation analyses, national and international assessments as per WCO guidance. The draft overview will, identify gaps, key issues and emerging themes to guide and inform both the content of and process towards the envisaged Quality Strategy
Output 1.2: Map stakeholders, organize consultations, site visits and meetings to discuss and finalise the situation analysis jointly with the MOH counterpart and Health Systems Team at the WCO.
Deliverable: Submit A consolidated document mapping the stakeholders, analysing situation & context of the ‘quality landscape in Jordan and identifying key issues, recommendations and the way forward.

The selected Consultant will be expected to provide a medical certificate of fitness for work.
