Background

· Health accounts are records of a country’s health system expenditure over a given period and are an important policy tool for evaluating progress towards universal health coverage. Health accounts can improve the financing of health systems health by monitoring the extent to which resources are used and allocated efficiently and equitably. This, in turn, helps ensure health services are available and affordable when people need them. WHO also publishes high-level health expenditure aggregates on the Global Health Expenditure Database (GHED). Where gaps exist, WHO estimates missing data using macroeconomic series. This process requires an understanding of each country’s health financing system, knowledge of SHA 2011, as well as technical exchanges with focal points to obtain accurate and complete time series that are comparable across countries.

· To this end, WHO Mozambique has been requested to provide technical assistance to the Ministry of Health in Mozambique to support producing and institutionalizing detailed health accounts including disease expenditure consistent with the latest System of Health Accounts methodology (SHA 2011). The Health Accounts will cover years 2019 and 2020.

· In Mozmabique the Health Accounts are called” Contas Satélite de Saúde’’ (CCS). In August 2022 the Steering Committee met and agreed to train the technical team to produce the CCS for 2019 and 2020. The Technical Team was constituted by members of the MoH, National Institute of Statistics (INE) and consultants of the Faculties of Economies and Medicines (UEM).

Purpose of the consultancy

· The objective of the consultancy is to support data collections and data analysis of the CSS in Mozambique for the years 2019 and 2020. The consultancy will run from July 15th until 30 September 2023.

Deliverables

The consultant is expected to support Mozambique to prepare SHA2011 health accounts (CSS 2019/2020) matrixes/tables including disease distribution and PHC and institutionalization of Health Accounts.

Tasks:

· The consultant will coordinate with DPC/DPROS the activities to implement according to an agreed calendar.

· Develop an activity plan to collect data information from: donors, NGOs, Insurance and Government

· Prepare and facilitate sessions for analysis of data with MISAU and INE

· Update information on the HAAPT tool.

· Participate in the training and exercise of “mapping” to be conducted with support of AFRO consultant.

Deliverables

a) Completed all data collection required and uploaded the data into the HAAPT tool

b) Supported report writing seminar and production of materials to the seminars.

c) Supported the preparation of health accounts production or validation meeting(s) and attend meeting(s) (if any will be organized), as well as advising them on the best way to present the results and

d) Final consultancy report to WHO.

e) All data produced is the property of Mozambique/WHO. The consultant cannot make use of accessed information for his/her personal and professional/other use outside this project.

Qualifications, experience, skills and languages

Qualifications required:

• Advanced degree in public health, medicine, sciences, economics, politics, or social sciences.

· Training on conducting Health Accounts using the SHA2011.

Experience required:

· At least 10 years of experience working as PFM and health financing expert, and/or health economist in a range of settings including low- and middle-income countries with an experience in African countries (preferable).

· Demonstrated experience on analysis of health care financing systems and their performance strengthening.

· Experience working on health expenditure tracking using and health care expenditure analysis.

· Experience in providing policy advice based on the conducted analysis at the policy dialogue processes with decision makers in low and middle-income counties.

Skills / Technical skills and knowledge:

· Documented ability to advise governments on strengthening health financing policy in low and middle-income counties for example through publication track record, presentations, previous consultancies.

· Good communication and presentation skills.

· Ability to assess complex systems and programs.

· Knowledge of System of Health Accounts (SHA 2011)

· Knowledge of Health Accounts Production Tool

Language requirements:

Expert knowledge Portuguese and English is required

Technical Supervision

· The selected consultant will work under the MOH/DPC supervision and leadership.

· From WHO, the consultant will work under the supervision of:

o Georgina Bonet – Responsible Officer

Location

The consultant will work from different places

WCO Mozambique: The consultant can work at the WHO office when needed

MISAU: The consultant can work at the MoH when necessary and with coordination of the DPC

INE: The consultant can work at the INE offices when requested

Additionally, the consultant can work from another place when there is no objection from the Health Accounts Technical Team

Travel

In principle no travel to provinces is required under this consultancy. However, if this is required by the MoH or INE, WHO will assume the related expenses to the consultant, according to WHO internal norms and regulations (Information Note 08/2019 for details on eligibility.

Remuneration and budget

Timelines:

Start: 15th July

End: 30 September

Professional Remuneration:

The consultant will receive a USD$4.000 monthly, covering the period mentioned above. The total amount to be paid for the work is $10.000 USD
