Duties and Responsibilities The United Nations Environment Programme (UNEP), as custodian to SDG Indicator 12.7.1, tracks progress on sustainable public procurement (SPP) implementation among national governments worldwide according to a methodology that was developed in 2019. Data on SPP implementation is collected on a biennial basis via an excel-based questionnaire. This questionnaire is completed by officially-designated focal points within national governments and is submitted to UNEP, along with supporting evidence, for review. Aggregate data for this Indicator is published on the Statistical Division of the United Nations (UNSTAT) SDG Global Database and a report is produced reflecting the main findings and conclusions.

The first data collection exercise on SDG indicator 12.7.1 was launched in October 2020. Completed questionnaires were received from with 40 national governments (out of 55 that had designated focal points). The second data collection exercise was launched in August of this year. The excel questionnaire was shared with 101 national governments that had designated focal points for this exercise in 2022. Currently, national governments are in the process of completing the questionnaire.

Work plan

Objectives, output expectations and performance indicators

The consultant will assist in the data collection and drafting of a report on the main findings and conclusions of the 2022 data collection exercise on SDG Indicator 12.7.1. The report will be based on an analysis of aggregate data compiled from completed excel questionnaires submitted by national governments from around the world. It will assess the current state of sustainable public procurement implementation according to seven sub-indicators, providing both a global and regional perspective, as well as comparison across data reporting years (2022 versus 2020). In addition, the report will highlight important trends in SPP implementation, common challenges (or gaps), and opportunities for improvement, while providing recommendations for future data collection exercises on this Indicator.

  • Timely and quality-driven contributions to 2022 data collection and analysis on SDG Indicator 12.7.1.

Specific Tasks and Responsibilities

a. Manage communications with designated focal points

- Send periodic reminders to focal points concerning data reporting guidelines and deadlines. - Respond to all focal point queries concerning the excel questionnaire and data reporting process. - When needed, organize and lead bilateral meetings (virtual) with focal points, to address issues pertaining to data collection. - Reach out to focal points to clarify data provided in their excel questionnaire and/or request supporting documents. - Keep track of all bilateral communications with focal points in an excel file. - Update focal point contact list if new contacts are added.

b. Verify data and determine compliance with SDG indicator 12.7.1

- For each completed excel questionnaire, verify data with supporting evidence. - Provide notes and comments in the questionnaire, documenting the verification of evidence or lack thereof. - Missing evidence should be requested from national governments and if subsequently provided, data should be verified against this evidence. - Following data verification, determine if national government is compliant with SDG indicator 12.7.1.

c. Compile and analyze aggregate data

- Compile 2022 and 2020 country data in an excel spreadsheet and/or other data analysis tool (2020 data will need to be adjusted to reflect score according to new scale). - Analyze global and regional data for each sub-indicator and question across data reporting years (2022 versus 2022) - Determine the current state of SPP implementation at the global and regional level, identifying trends, data gaps, and areas for improvement.

d. Develop figures and scorecards based on aggregate data

- Develop figures showcasing the findings for each sub-indicator and question, as well as general statistics on data collection (ie. regional distribution of participating national governments, types of reporting entities, gender distribution of focal points, etc.) - Develop national government scorecards (include 2020 data if available) highlighting areas of good performance, need for improvement, and/or missing data.

e. Develop PowerPoint presentations

- On the main findings and conclusions of the 2022 data collection exercise. - For each reporting country, based on their scorecard.

Qualifications/special skills Skills: - Strong writing skills are needed for the assignment. - Familiarity with excel and other data analysis tools is also required. Academic Qualifications: Masters degree in social sciences, public administration, sustainable development, environmental studies and related areas. Experience: A minimum of 5 years’ experience in the implementation or support to the implementation of SPP policies and action plans in developed or developing countries. A sound understanding and knowledge of sustainable consumption and production (SCP) and the Sustainable Development Goals (SDGs) will also be an asset. Language: All outputs shall be drafted in English. Excellent proven written and spoken communication skills in English are therefore required, knowledge of French and Spanish is an asset.
