Overview

Provide technical advice for DHIS2 roadmap implementation.

You have:

  • Minimum first university degree in computer science, programming, or information technology.
  • 5 to 10 years of experience in the design, implementation, and management of DHIS2 applications.
  • At least 5 years of experience in the implementation and management of National Health Information Systems.
  • Excellent knowledge of health information management systems and technologies as they apply to public health.
  • Proven ability to write in English in a clear and concise manner.
  • Excellent verbal and written Arabic communication skills would be desirable.

1. Purpose of consultancy

The purpose of this consultancy is to provide technical advice to support Ministry of Health Jordan with the implementation of the DHIS2 roadmap.

2. Background

The District Health Information Software version 2 (DHIS2), an application that is used in more than 70 countries around the world for integrated health management information systems, is an open-source software platform for reporting, analysis and dissemination of data and data products for all health programs, developed by the Health Information Systems Programme (HISP) in the University of Oslo (UiO). Jordan is in the process of adopting DHIS2 for routine health information strengthening and for creating a data warehouse linking available systems at MoH into one central platform.

As of now, a national core team is formed at MoH Jordan, and with the support of Ministry of Digital Economy, cloud-based servers have been set up. Furthermore, the organizational hierarchy and master list of health facilities is developed, and routine reporting forms are linked with DHIS2 platform. However, further work is required in improving data model design and connecting systems with the data warehouse, developing SOPs and capacity building materials of the core team. A roadmap was developed highlighting the tasks for 2023. The consultancy is to support the priority actions as per the DHIS2 roadmap implementation for 2023.

3. Work to be performed

Under the direct supervision of the Technical Officer for health information systems in WHO Jordan and the overall supervision of the health systems coordinator, the consultant will be responsible for the following outputs/deliverables:

Output 1: Build the capacity of IT core team

Deliverable 1.1: Support DHIS2 implementation cycle through:

  • Provide coaching and technical support to the core team on day-to-day operation and management of the national DHIS2 instance and its related structure (e.g., development instance, training instance)
  • Work closely with the HISP Arabic team to ensure consistency between the core DHIS2 and Jordan DHIS2 instance
  • · Conduct TOT to the Jordan DHIS2 core team and provide supportive supervision of Moh training and facilitation at the field.

Output 2: Facilitate discussion on data warehouse linkages with key systems and TB and Rehab module

Deliverable 2.1: Establish linkages and develop key indicators through:

  • · Lead the discussion on creating linkages with MoH and relevant stakeholders in the country.
  • Select and align of indicators: with support from WHO, HISP, work closely with MOH/HMIS and related programmes, partners to select and align indicators for the data warehouse. This action aim at enabling the generation of the annual HMIS report, other analytics and data products for MOH and related programmes.
  • Work with IT, HISP in design, map and configure DHIS2 Data Warehouse.
  • Create APIs in coordination with Moh focal point and relevant stakeholders.
  • Guide Moh on security mechanisms including user role for access of data for end users.

Output 3: Develop the SOPs for RHIS, TB and Rehabilitation

Deliverable 3.1: Support to develop the SOPs through:

  • Update and finalise the training materials for different user groups in DHIS2
  • Coordinate with WHO focal points and relevant stakeholders to develop draft SOPs
  • Lead review of each SOP to finalize
  • Train the core team and related programmes on the SOPs and their roles in the user groups
  • Support the configuration of the national DHIS2 platform, ensuring alignment of data standards.
  • Develop of dashboards and other related data products for the programmes to promote the use of data at sub-national levels.

4. Qualifications, experience, skills and languages

Educational Qualifications:

  • Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in computer science, programming and or information technology from an accredited institution.

Experience:

5 to 10 years of experience in the design, implementation and management of DHIS2 applications

At least 5 years of experience in the implementation and management of National Health Information Systems (NHIS).

Skills/Technical skills and knowledge:

Essential:

  • Excellent knowledge of health information management system (HMIS) and technologies especially as they apply to public health
  • Demonstrated extensive and advance experience in the design and implementation of DHIS2 applications
  • Demonstrated ability to synthesize and work with feedback from a range of reviewers.
  • Sound analytical and organizational skills.
  • Proven ability to write in English in a clear and concise manner.

Languages and level required:

  • Excellent verbal and written English / Arabic communication skills would be desirable.

In-country (Amman, Jordan)

6. Planned timelines (Subject to confirmation)

Start date: 20 August 2023

End date: 15 January 2024

7. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

The consultancy is based in Amman, Jordan
