1. Purpose of the Consultancy

The purpose of this consultancy is to provide technical input to the regional TB programme in the analyzing, collection and data management of the regional action plan 2023-2030.

2. Background

The department of Universal Health Coverage (UHC) Communicable Diseases (DCD) supports the 22 Member States of the WHO Eastern Mediterranean Region in the implementation of a UHC approach to the control, elimination or eradication of communicable diseases, including malaria, tuberculosis, HIV, STIs, Neglected Tropical Diseases (NTDs) and vaccine preventable diseases. It also includes two cross cutting technical units working on antimicrobial resistance and on public health laboratory services. The consultant will work with Regional Tuberculosis Unit (RTB) to support member states in the Eastern Mediterranean Region to ensure continuation and enhancing TB programme services with a focus on collection and analysis of information on access to quality diagnostic, treatment and support services, close gap in TB, and adoption of accountable multisectoral approaches.

4. Work to be performed

Output 1: Support regional and country initiatives to implement the Multisectoral accountability framework (MAF-TB)

• Deliverable 1.1: Analyse MAF-TB checklists survey report.
• Deliverable 1.2: Publish the analysis and the aforementioned finalized report
• Deliverable 1.3: Participate with TB focal points in EMR WCOs to provide technical input on the implementation of the multisectoral accountability framework (MAF-TB) at country level to support country preparations for the United Nations High Level Meeting on TB (TB-UNHLM) 2023 (September 2023).

Output 2: Support regional data collection, analysis and reporting

****Deliverable 2.2**: Analyze TB data collected and for improved use in the RTB unit’s technical products and background documents.**

• Deliverable 3.****3: Provide technical input to the monitoring, evaluation, and reporting for tuberculosis and drug-resistant TB programmes.

  Output 3: Support the Implementation of 2023-2030 regional action plan

• Deliverable 3.1: Report on meetings, missions, events and trainings related to the regional action plan activities including TB National Strategic Plan development, national TB programme reviews and national TB epidemiological reviews.

• Deliverable 3.2: Draft reports, presentations and background papers related to the regional TB action plan 2023 – 2030 activities, and specifically to TB elimination approaches focusing on relevant EMR Member States

Required Qualifications****:

Education:

Essential: University degree in public health, epidemiology, or related areas directly relevant to the regional tuberculosis programme.

Desirable: Master’s degree in epidemiology and/or a health-related field will be an asset.

Experience required****:

Essential: Minimum one year experience in public health, including public health programme implementation and management, with experience on Tuberculosis prevention and care in an international organization.

Desirable:

o Familiarity with health policies and strategies in the WHO Eastern Mediterranean Region related to communicable diseases and specifically tuberculosis.

o Experience in using template tools and protocols formulated by WHO and partners for these purposes.

- Skills / Technical skills and knowledge:

• Knowledge of Public Health and health management
• Knowledge, skills and experience in TB activities, including coordinating and monitoring.
• Excellent skills in advising and in collaboration with national counterparts of the Ministries of Health and other partners.
• Ability to process and analyse data, write reports.

- Language requirements:

Excellent knowledge of written and spoken English and Arabic.

Location:

On site consultant – EMRO Regional Office

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
